El presente Decreto Supremo aprueba disposiciones complementarias para la aplicación de los Estándares de Calidad Ambiental (ECA) para Suelo, a fin de precisar las acciones que demanda la identificación de un sitio impactado, la elaboración y ejecución del plan de descontaminación de suelo, así como situaciones de cumplimiento e incumplimiento de instrumentos de gestión ambiental, incluyendo aquellos casos en que se encuentre en trámite de aprobación.

The present Ordinance contains provisions relating to the use of biological waste on agricultural and forestry soil. The regulations set by this Order aim to reduce contamination of soil, groundwater and surface water as a result of plant protection products’ sprayers cleaning maintenance (filling and washing), tractors and other equipment used commercially for the application of plant protection. The Order provides for the arrangement and layout of cleaning areas and collection containers, appeals on existence and use of equipment for filling and cleaning of application equipment and requirements for the handling of plant protection products.

These Regulations amend the Planning (Hazardous Substances) Regulations (Northern Ireland) 1993 in Schedule 4 as a consequence of the modifications of the enforcement provisions of the Planning (Northern Ireland) Order 1991 introduced by the Planning (Amendment) (Northern Ireland) Order 2003. Parts 1 and 2 of Schedule 4 list provisions of the 1991 Order and modifications of those provisions which are applied for the purposes of hazardous substances control. Part 3 sets out those provisions as modified.

These Regulations amend the Planning (Hazardous Substances) Regulations (Northern Ireland) 1993 to implement Article 30 of Directive 2012/18/EU of the European Parliament and of the Council on the control of major-accident hazards involving dangerous substances, which amends Council Directive 96/82/EC on the control of major-accident hazards involving dangerous substances. They insert “heavy fuel oils” to the list of hazardous substances and controlled quantities in Schedule 1 and concern exceptions for existing hazardous substances consents.

El presente Decreto Supremo modifica el Reglamento de Protección Ambiental para proyectos vinculados a las actividades de Vivienda, Urbanismo, Construcción y Saneamiento, en relación con la actualización del Registro de empresas y/o entidades encargadas para elaborar estudios ambientales en el sector vivienda, y con la creación de un instrumento que tenga por objeto remediar las deficiencias en el control de impacto ambiental negativo para proyectos que se encuentren en ejecución u operación.

The present Decree updates Annexes I and II to Legislative Decree No. 36 of 2003 by inserting new provisions concerning the storage of metallic mercury considered as waste. These amendments and addenda are laid down pursuant to Directive 2011/97/EU, which amends Annexes I, II and III to Directive 1999/31/EC on the landfill of waste.

This Notice of the Minister of Water and Environmental Affairs, made under section 19 of the National Environmental Management: Waste Act, 2008, provides norms and standards for the control of the extraction, flaring or recovery of landfill gas at facilities as described in paragraph 4. The standards and norms concern, among other things: planning, design and construction of the facility, operations, management of emergency situations and decommissioning of facilities. The standards also contain monitoring and reporting requirements.

The present Ordinance lays down provisions relating to the distribution of competencies among the various bodies dealing with waste and soil protections issues. The Annex lays down in details authorities competent for specific administrative services renders, such as, for example, finding adequate places to stock waste, authorizing the building and functioning of such a deposit, transfer of waste management and waste disposal to third parties. La presente Resolución aprueba las Guía para el Muestreo de Suelos y la Guía para la elaboración de Planes de Descontaminación de Suelos, que son de aplicación y cumplimiento obligatorio para los procesos de descontaminación de sitios contaminados, en trámite o por iniciarse, independientemente de su ámbito de ejecución.

El presente Decreto Supremo aprueba el Reglamento de organización y funciones del Ministerio de Vivienda, Construcción y Saneamiento (MVCS), que regula el ámbito de competencia, la rectoría, los procedimientos y la estructura orgánica básica del MVCS, y sus relaciones con otras entidades.
