La recaudación de los derechos de agua y del impuesto predial son las fuentes de contribución más importantes en las finanzas municipales, pero la mayoría de municipios oaxaqueños se organizan por usos y costumbres y en esta forma de organización no se contempla el pago del agua y en general de otros servicios públicos. Por otro lado, los alcaldes de estos municipios saben que cualquier intento por cobrar este servicio a su costo de producción, generará descontento social y posibles movilizaciones, toma de palacios municipales y la salida de quien impulsó dichas medidas.
