The Act provides for the vesting of the foreshore and the floor of the sea in the State and regulates the use and control of those areas and related matters. The “floor of the sea” means the soil and subsoil of the sea off the coast of Dominica between the low-water mark and so far out to sea as is deemed by law to be within the territorial sea. Use of the foreshore and the floor of the sea requires a licence. Exempted from such obligation are agriculture, rights of fishermen in or over any beach or adjoining land before the Act came into operation and other rights specified in section 10.

It shall not be lawful for any person to dig, take or carry away for building or construction purposes or for providing ballast for a vessel any sand, stone, gravel, etc. from any beach, seashore or floor or to move such materials along a public road, except under and in accordance with a permit from the Director of Public works. A permit shall be in the form as set out in the Schedule. No transport of such materials shall take place at night.

This Act concerns laying-out and subdivision of land for purposes of local improvements in infrastructure such as water supply and sewerage. The Act shall not apply land of a certain size intended for cultivation or pasturage. Land on the foreshore shall be subject to limitations regarding laying-out and subdivision of land and decisions regarding laying-out and subdivision of land by a local Council may be revised by the Minister.

The purpose of this Law is to provide for the protection and management of coast, shore and bank areas. Protection and management shall be based on principles of sustainable development and preservation of biological diversity (art. 1). Article 2 defines coasts, shores and banks as land areas bordering the sea, lakes, rivers, reservoirs and water courses, which for the purposes of this Law start at the "mean" water level line (art. 2).

Section 24 of the principal Act is amended in subsection (1) of section 24 by deleting the words “no person” and replacing them by the words “Notwithstanding any other enactment, but subject to section 24A, no person". Section 24 prohibits unauthorized setting up of jetties, alls, fences, groins or other structures on Pas Geometriques.

Coastal Wetlands Planning, Protection and Restoration Act.

This Act establishes a procedure for the preparation of a priority list of coastal wetlands restoration projects in Louisiana to provide for the long-term conservation of wetlands and dependent fish and wildlife populations. This priority list will be submitted annually to Congress. The Louisiana Coastal Wetlands Conservation and Restoration Task Force will prepare a restoration plan to identify coastal wetlands restoration projects. The Act specifies the plan's elements, modification, submission to Congress and evaluation for effectiveness.

Harbour Boards Dry Land Endowment Revesting Act (No. 104 of 1991).

This Act, consisting of 15 sections and one Schedule, provides for certain endowments of dry harbour land to be revested in the Crown or reserved for certain purposes, and to amend certain enactments. Section 4 empowers the Governor-General to declare specified lands vested in local authorities to be revested in the Crown for purpose of conservation (under the Conservation Act 1987), or for the purpose of creating reserves under the Reserves Act 1977.
