Ministerial Decree No. 879 regarding validation of State complex program of raising soil fertility in Russia.

The Premier decrees to validate the Program. This Program was approved by the Board of the Ministry of Agriculture and Food, by the Presidium of the Russian Academy of Agricultural Sciences, by the Committee for social development of the rural areas, agrarian issue and food attached to the Supreme Soviet of the Russian Federation, by the Association of peasant (farming) economic entities and agricultural cooperatives of Russian and by the Agrarian Union of Russia. The Regulation consists of 7 Sections. Section 1 substantiates the necessity of the elaboration of the Program.

No person shall without prior approval of the Board as defined in the Natural Resources Act cultivate or permit to be cultivated any land or destroy any vegetation in the vicinity of specified inland waters. The Board may, when granting approval, impose such terms as deemed necessary for the protection of natural resources. The Board may withdraw approval if a person fails to comply with the terms prescribed. (7 regulations)

Land consolidation rule.

Land consolidation deemed necessary due to soil preservation and irrigation techniques are done in accordance to this rule. When land plots are extremely small and not allowing the implementation of irrigation techniques; when some plots in a project area could not access to roads and canals; if new canals and roads in a project would cut plots, then land aggregation is considered necessary. Final decision will be given by the government, upon a proposal by the Ministry of Agriculture and Rural Affairs.

The Regulations shall apply to earthmoving operations as specified in article 4.

Beach Control (Crown Licences) Regulations, 1956.

This Order concerns licences granted under section 9 of the Beach Control Act. The Order contains rules relative to an application for licences, payment of fees and prescribes provisions included in a licence. Every licence shall contain a provision giving the competent authorities to take specified corrective action in case of encroachment not permitted by the licence.

These Regulations are formulated in accordance with the provisions in the Water and Soil Conservation Law of the People's Republic of China to prevent and control water and soil loss. The Text consists of 35 Articles divided into 6 Chapters: General Provisions (I); Prevention (II); Control (III); Supervision (IV); Legal Liabilities (V); Supplementary Provisions (VI).The local people’s governments of the prevention and control areas for water and soil conservation shall put in practice the target and responsibility system (art.3).

The provisions of this Decree of the Ministry of Environment apply to all activities which comport a change in the natural environment or the landscape including drilling for oil and industrial activities. As a rule, plans for such activities shall be submitted for approval to Department at least 1 year before they are implemented (sect. 2). The Department may require modification of plans and appoint an inspector (sect. 3). The Department shall supervise activities and prevent pollution of natural resources. In accordance with provisions of section 9 the Department may withdraw approval.

Notification on the procedures of forest settlement in Bhutan.

The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights. The involved land shall be excluded from the reserved forest areas or expropriated or acquired.
