Land consolidation deemed necessary due to soil preservation and irrigation techniques are done in accordance to this rule. When land plots are extremely small and not allowing the implementation of irrigation techniques; when some plots in a project area could not access to roads and canals; if new canals and roads in a project would cut plots, then land aggregation is considered necessary. Final decision will be given by the government, upon a proposal by the Ministry of Agriculture and Rural Affairs. Project administrations are obliged to consult the land owners prior to aggregation decision. Decision given by two-third of the owners is binding for all owners in a project area.
