This Decree, composed of 4 articles, declares of social interest, for the purposes of the agrarian reform, the following rural properties: Fazenda Itatiaia; Fazenda São Lourenço do Paraíso; Fazenda Escalada do Rio Preto; Fazenda Pintado São Bartolomeu; Fazenda Bom Conselho; Lote 150 L (Município de Campo Erê). The Decree establishes the competence of the National Institute for the Agriculture Reform (INCRA) to promote and supervise the expropriation of the aforementioned rural lands.

The Regulation consists of 7 Sections composed of 120 issues dealing with the following matters: 1) general provisions (sect. 1, issues 1-14); 2) preparatory work (sect. 2, issues 15-29); 3) designing project – projecting (sect. 3, issues 30-103); 4) examination and validation of the project (sect. 4, issues 104-109); 5) projecting on site (sect. 5, issues 110-115); 6) mapping (sect. 6, issues 116-118); 7) technical assistance in the implementation of the project (sect. 7, issues 119-120).

The present Regulation establishes the mechanism of the elaboration of the land use planning projects as regards allotment of the plots of land. The land use planning projects shall not be elaborated in the following cases: 1) demarcated plot of land was allotted on lease or was transferred into ownership free-of-charge without changing end use; 2) a plot of land is in ownership as a result of purchase and sale contract, gift, exchange, and in conformity with other civil legislative provisions, inheritance without changing end use; 3) a plot of land was purchased through land auction.
