Federal Law No. 246-FZ “On artificial land plots”.

This Federal Law regulates relations originating from creation of artificial land plots on waterbodies pertaining to federal property. Artificially created land plot can adjoin existing land plots or be separated therefrom. Initiators of creation of artificial land plots can be federal executive bodies, regional executive bodies, local self-government, natural persons, including individual entrepreneurs, and legal persons. Authorization for creation of artificial land plot shall be granted by the Government, authorized federal executive body and regional executive body.

Article 1 shall be amended to add the following wording: “Multi-child families, with three or more children of 18 to 23 years of age living in rural areas plots of public land shall be granted free of charge for individual housing construction, gardening, horticulture and subsistence farming on conditions that the aforesaid children are studying in general educational institutions attending full-time course of studies”.

Article 8 shall be amended to add the following wording: “Agricultural land parcels shall be purchased in ownership at the price of 15 percent of cadastre value of agricultural land”.

Regional law No. 142-ZS amending Regional Law No. 147-ZS “On minimum and maximum land parcels of public and municipal land that can be allotted to citizens for gardening and horticulture”.

Article 1 shall be amended to add the following wording: “This Regional law establishes that maximum land parcels of public and municipal land that can be allotted to citizens for subsistence farming on condition of ownership or other types of land tenure shall be 2, 5 ha and on urban land for horticulture 0,5 ha”.

Regional Law No. 17-ZKO “On maximum land plot area allotted for subsistence farming”.

This Regional Law establishes maximum total land area that can be owned or belong in any other form to citizens carrying out subsistence farming. Maximum land area of agricultural land cannot exceed 2 ha per each subsistence farm. In case of excess of the aforesaid limit the exceeding land area must be expropriated within one year from the date of origin of the aforesaid rights or within the same time period the citizen must be registered as individual entrepreneur in the form of peasant farm.

This Act contains provisions on the planning of land, water and construction. The purpose of these provisions is to promote community development and sustainable living environment. The Act regulates urban and rural landscape planning in municipalities, safeguarding cultural sites, management of energy, water, climate, waste, transport and hygiene conditions. Land Reserve and public places: zoning municipalities may determine land reserves allocated for road (traffic and transport) and energy (network and cabling) activities.

This Act concerns succession and related matters such as the administration of estates of deceased persons. It provides, among other things, for: the among and execution of wills, devolution of estates, distribution on intestacy and grant of representation. Regional Law No. 672-4-ZKO “On allotment of land free of charge for certain categories of citizens”.

This Regional Law establishes cases of allotment of land parcels free of charge for certain categories of citizens related to municipal land with undelimited ownership. It shall not be applicable to land parcels that in accordance with federal legislation shall not be allotted in ownership. The aforsaid land parcels shall be alloted to certain privileged categoriss of citizens once only for individual housing construction by decision of local government and regional administration.

Article 3 shall be amended to add item 6.3 of the following wording: “in accordance with decrees and instructions of the President of the Russian Federation Fund shall transfer free of charge plots of land to ownership of legal persons established by the orders of the Government of the Russian Federation”.

Disclosure and Registration of Assets Proclamation (No. 668/2010).

This Proclamation requires (future) public servants to disclose to and register with the Federal Ethics and Anti-Corruption Commission their interests in assets, including immovable property, so as to enhance transparency and accountability in the conduct of public affairs. Customary law shall not apply to matters provided for by this Proclamation. Any public office or public enterprise shall ensure compliance with this Proclamation.
