There shall continue to be a Registrar of Land who shall be the Director for the time being of Lands, Surveys and Environment. The Registrar shall maintain the Land Register whereas the Department of Lands, Surveys and the Environment shall administer this Act. When after the commencement of this Act any land becomes Public land, or freehold land, or any customary land lease is created, it shall be the duty of the Registrar to include such Public land or freehold land or upon application, such customary land lease in the Land Register.

This Law is composed of 6 articles: public desert areas can be rented at nominal rates for investment projects (art. 1); the transfer of property will be completed after the realization of the project and effective production (art. 2); the rent period must not exceed (40) years, renewable as long as the project continues (art. 3); such land is to be used only for the designated objective (art. 6).

An Act to make provisions for various matters relating to land, including land registration, purchase of land and ownership of land, land bonds, land tenure, for powers of the Land Commission in respect of land, etc. Save and except purchase agreements between the Land Commission and purchasers from them no purchase agreement between landlord and tenant for the sale of a holding under the Land Purchase Acts shall after the passing of this Act be lodged with the Land Commission (sect. 18).

The purpose of this Law is the determination, delimitation, allocation of areas such as ranges, pastures, wintersheds (winter range lands) or highlands to juridical entities like villages or municipalities and making use of them in a manner abiding by the rules, increasing or sustaining productivity through maintenance and improvement, controlling that use continuously, protecting them and changing their purpose of use when necessary. The determination, delimitation and allocation of ranges, highlands and wintersheds are undertaken by the Ministry of Agriculture and Rural Affairs.

La presente Ley, que consta de 3 artículos, restablece por el termino de un año las condiciones y formas de pago establecidas en el párrafo segundo del articulo 19 de la Ley Nº 278, Ley sobre propiedad reformada urbana y agraria, y suspende por el termino de un año las tramitaciones de las acciones judiciales en contra de los beneficiarios de los contratos de arriendo con opción a compra.

This Act concerns the waiving of any requirements, limitations or regulations relating to the agricultural homesteading program by the Marianas Public Land Corporation.Any person who can demonstrate continuous and actual occupancy or use of public land for agricultural purposes for period of 15 years prior to a specified date or who can demonstrate that he or she would have continuously and actually occupied or used public land for agricultural purposes for a period of 15 years prior to a specified date, shall be legally entitled to all the rights and interest of ownership of such land, and

In the paragraph 3 of the Article 20 the wording “agricultural land” shall be excluded and it shall acquire a new wording: “3. Land lease contract can be cancelled ahead of schedule in case substitution of lessor of public land, lessor of private land if the request of cancellation of land lease contract is related to the provisions of the Law on land reform or of the Law on restoration of the right of ownership to immovable property. In such case land lease contract shall be cancelled in accordance with the provisions of the paragraph 2 of this article.”

This Act makes provision for the protection and conservation of public land of Managaha Island.These public lands that are of importance to culture, traditions and history of the people of the Northern Mariana Islands shall be leased preferentially to persons, including corporations, of Northern Marianas descent.

This Act makes provision for more efficient procedures regarding eviction proceedings in respect of lessees of real property.In the Northern Mariana Islands leasehold transactions regarding real property are very common because of government policy restricting outright sale of property. This Act corrects procedural and other requirements regarding eviction of tenants so as to simplify eviction procedures. The Act defines causes for the removal of tenants and provides rules for the termination of a leasehold agreement.
