This paper presents how the active use and contextualisation of the principles of the
Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and
Forests in the Context of National Food Security (VGGT) by national stakeholders in
Mauritania and Tunisia contributed to changing the approach to tackling tenure challenges
in the two member countries of the Maghreb Arab Union.
In Mauritania, we see how the model of establishing multi-stakeholder platforms (MSPs)

The global community is currently grappling with multiple and overlapping social and environmental threats. These include the climate emergency, COVID-19 and the threat of widespread hunger, and the accelerating loss of biodiversity. All of these threats point to an urgent need to restore and sustainably manage land and forests.

Ce document vise à faciliter la collecte de données comparable entre pays pour le calcul des indicateurs des ODD 1.4.2 et 5.a.1 conformément aux méthodologies approuvées par l’IAEG-SDG. Cette publication donne un aperçu des indicateurs, une discussion sur les différents modules de questionnaire proposés et des conseils détaillés pour chacun.

 Le droit des peuples autochtones à leurs terres traditionnelles et/ou ancestrales est solennellement consacré par plusieurs textes internationaux. Les enjeux de ce droit sont aujourd'hui cruciaux, allant de l'effectivité de la protection des droits de l'homme à la lutte en faveur de la biodiversité, en passant par la relecture plus théorique de la notion fondamentale de propriété.

The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) were endorsed by the Committee on World Food Security in May 2012. These Voluntary Guidelines have been described as a catalyst leading to improvements in conditions under which land is held or occupied in agricultural sectors. The Voluntary Guidelines address problems of weak governance of tenure and the growing pressure on natural resources, providing the basis for countries to achieve food security for all.

Le Cameroun s’est engagé dans un processus de réforme juridique dans les principaux secteurs des ressources naturelles (forêts, mines, terres). Exprimant la position d’un groupe d’organisations et de citoyens intéressés par la gestion de la terre au Cameroun, ce document s’appuie sur les leçons apprises de quarante-cinq années de gestion foncière, depuis la dernière grande réforme de 1974, et sur les développements nouveaux dans ce domaine. Il est inspiré des propositions formulées par la société civile à l’attention de l’administration foncière, et de textes internationaux.

Promoting the provision of legitimate land tenure rights using Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) in the Context of National Food Security for conflict-displaced communities, including small‐scale rural farmers, pastoralists, and Internally Displaced Persons (IDPs) in the Greater Darfur region of the Sudan

يتناول هذا الدليل التقني، الذي اشتركت في إعداده أمانتا منظمة الأمم المتحدة للأغذية والزراعة (الفاو) واتفاقية الأمم المتحدة لمكافحة التصحر، بمساهمات من أصحاب المصلحة المتعددين، إدماج المبادئ التوجيهية الطوعية بشأن الإدارة المسؤولة لحيازة الأراضي ومصائد الأسماك والغابات في سياق الأمن الغذائي الوطني في تنفيذ اتفاقية الأمم المتحدة لمكافحة التصحر وتحييد أثر تدهور الأراضي. وبالتالي فتح فصل جديد في الجهود الجارية لمكافحة التصحر وتدهور الأراضي والجفاف.

Tenure governance is a complex and multi-dimensional issue that requires cross-sectoral and holistic approaches, gathering the resources, information and expert skills of a variety of actors while exploring innovative, polycentric multi-stakeholder governance arrangements to address collective action challenges. To do this, multi-stakeholder partnerships are formed where public and private partners pool their resources and competencies to address mutual goals more effectively.

By means of a Transversal Project, co-funded by the EU and the Swiss Agency for Development and Cooperation (SDC), the Food and Agriculture Organization of the United Nations (FAO) coordinates, supports and consolidates the implementation of the EU Land Governance Programme.

The dynamics of current global challenges—like food and nutrition security, environmental degradation, climate change, and emergencies—reduce the availability of and/or access to natural resources, and thereby underline the urgency of achieving transformational changes in the governance of tenure. This is increasingly required to bring the greatest good to the most people, in line with human rights.

The “Responsible Governance of Investments in Land” (RGIL) project in Ethiopia aims at ensuring that investments in land are productive, contribute to sustainable land management, and respect the rights and needs of local populations, in particular vulnerable groups and women.
