The President, in order to create favorable conditions for further sustainable agricultural development, unconditional provision of timely and high-quality implementation of a set of measures for the development of irrigation, improvement of reclamation state of irrigated lands and rational use of water and land resources, decrees to approve elaborated by the Ministry of Agriculture and Water Resources, Ministry of Economy, Ministry of Finance of the Republic of Uzbekistan, State Committee of the Republic of Uzbekistan for Land Resources, Geodesy, Cartography and State Cadastre jointly with the Council of Ministers of the Republic of Karakalpakstan and local self-government the Program of Comprehensive Measures for the Development of Irrigation, Improvement of the Reclamation Status of Irrigated Lands and the Sound Use of Water Resources for the Period 2018-2019 in accordance with Annex No. 1. Main areas of implementation of the Comprehensive Program shall be identified as follows: first, improvement of the regulatory and legal framework for assessing water availability and reclamation of irrigated land, ensuring rational management and use of water resources, timely and high-quality implementation of irrigation and land reclamation; second, improving the quality and efficiency of irrigation and ameliorative measures on the basis of a comprehensive assessment of current indicators of water availability and reclamation status of irrigated lands, rational use of water and land resources, and ensuring safety and reliability of operation of critical water management facilities; third, rational management and efficient use of water resources, active implementation of the drip irrigation system and other progressive water-saving technologies for watering crops, as well as combating wind erosion of irrigated lands; fourth, the improvement of the monitoring and control system for the rational management and use of water resources, as well as the ameliorative state of irrigated lands and the fertility of soils; fifth, the strengthening of the material and technical base of construction organizations that specialize in the implementation of reclamation and other water management operations, operational water management organizations, water users associations and farms, as well as other organizations, improving the quality of modern services and the efficiency of land reclamation and other equipment, machinery, equipment and other means of mechanization; and sixth, the training of managers and specialists in the water sector and other participants in the State Program for the Development of Irrigation, the Improvement of the Reclamation Status of Irrigated Lands and the Sound Management of Water Resources.
