The FAO Legal Office provides in-house counsel in accordance with the Basic Texts of the Organization, gives legal advisory services to FAO members, assists in the formulation of treaties on food and agriculture, for which the Director-General acts as Depositary, publishes legal studies and maintains a database (FAOLEX) of national legislation and international agreements concerning food and agriculture (including fisheries, forestry and water).

Regional Law No. 65-ZKO “On regulation of some issues in the sphere of land relations”.

This Regional Law establishes jurisdictional competence of regional and local executive bodies in the sphere of land tenure related to land areas state ownership of which is undelimited. It shall not be applicable to agricultural land and to allotment of land pertaining to federal and municipal property.

Regional Law No. 105-oz “On objects of cultural heritage”.

This Regional Law regulates relations in the sphere of conservation, protection, management and promotion of the objects of cultural heritage. All the identified objects of cultural heritage shall be subject to mandatory state registration. Historical and cultural expertise shall be performed in areas containing objects of cultural heritage before the beginning of any land survey practices, excavation or earthwork operations. Boundaries of the areas containing objects of cultural heritage shall be mapped.

Regional Law No. 51-oz “On transfer of land from one category to another”.

This Regional Law regulates the issues of transfer of land from one category to another. Transfer of land, except for agricultural land, pertaining to private or municipal ownership, shall be performed by local government. Transfer of agricultural land pertaining to private or municipal ownership shall be performed by the Regional Government. Transfer of urban land to any other land category shall be performed by the Regional Government.

Regional Law No. 34-OZ “On land-use planning”.

This Regional Law establishes composition, the modalities of preparation of land-use planning scheme, and also amendments thereto. Territorial land-use planning scheme shall contain mapping of territory, containing designs of environmental protection, recreation, tourism and objects of cultural heritage.

Regional Law No. 41-oz “On soil fertility of agricultural land”.

This Regional Law establishes legal grounds of the relations between landowners, landlords, land tenants (including foreign natural and legal persons land lease holders) and state bodies in the sphere of ensuring soil fertility of agricultural land, and also establishes rights and duties of natural and legal persons performing agricultural production in relation to efficient use of soil fertility. Soil fertility of all types of agricultural land must ensure sufficient conditions for crop growing without oppression of soil organisms.
