This Law amends and supplements articles 81-83 and 86 of Law No. 10119 of 2009 with regard to the inspection rules and rules of procedure which should comply with law no. 10433 of 2011 on inspection. Both penalties and complimentary measures can be issued in cases of infringements. Inspection decisions may be appealed according to the law on inspection.

Regulation No. 221 dated 20.2.2013 establishing the green zones in the city of Tirana and its suburbs.
The regulation establishes the green belt of Tirana and its suburbs in a total area of 4233 ha and lays down the list of areas included in it. Specific borders and sizes per each area are included in the annex. The National Agency of Territory Planning is the responsible state authority for purposes of management and territory planning while the National Urban Construction Inspectorate is charged with monitoring and enforcement functions.
Regulation No. 338 dated 4.5.2011 supplementing Regulation No. 655 dated 28.7.2010 on the rules and procedures of transferring the land resources categories.
The Regulation No. 338 of 2011 supplements Regulation No. 655 of 2010 by adding provision No. 7 related to the change of land categories after the areas in dispute have been planted with fruit trees, vineyards, and olives.

Regulation No. 502 dated 13.7.2011 of the Council of Ministers approving the uniform regulation of the territory development, as amended.
The Regulation No. 502 of 2011 approves the uniform regulation for the control of the territory development according to the addenda 1, 2, and 3 attached to this decision.
Decision No. 139 dated 22.2.2012 supplementing Council of Ministers Decision No. 502 dated 13.7.2011 approving the uniform regulation on the control of territory development.
Decision No. 139 of 2012 supplements the Council of Ministers’ Decision No. 502 of 2011 on the uniform regulations regarding the control of the territory development. The supplements add several requirements in the application for construction permits and amend their applicable deadlines.
