After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place. Since his election in July 1994 as the country's first and only directly elected president, Aleksandr LUKASHENKO has steadily consolidated his power through authoritarian means and a centralized economic system. Government restrictions on political and civil freedoms, freedom of speech and the press, peaceful assembly, and religion have remained in place. The situation was somewhat aggravated after security services cracked down on mass protests challenging election results in the capital, Minsk, following the 2010 presidential election, but little protest occurred after the 2015 election.


Belarus is a presidential republic in name, although in fact a dictatorship.

Joint Decree No. 303/9 of the Council of Ministers and of the National Bank validating the Regulation on transfer of land plots in private ownership in mortgage for land based credit.

This Joint Decree establishes that separate land plots can be transferred in mortgage for land based credits. Legal persona and natural persons that are Belarus nationals can be mortgagers if their ownership right to land plot is certified by state land certificate. Banks authorized by the President of Belarus shall be mortgagees. Amount of credit and the modalities of extinction thereof shall be determined by credit contract and mortgaged contract.

Ministerial Decree No. 386 validating the Regulation on land monitoring.

This Ministerial Decree stipulates that land monitoring shall be part of the national environmental monitoring system. Land monitoring refers to a system for observing the state of land, changes in the structure and state of land resources and distribution of land by categories. It shall facilitate the collection, reporting, processing and analyzing of information in order to prevent negative processes and assess soil fertility conservation measures.

Ministerial Decree No. 384 on valuation of land under forest stock.

This Ministerial Decree establishes that the cadastre value of land under forest stock shall be established according to the forest group, protection category and type of management, and shall be adjusted according to the annual index adjusted for inflation. Cadastre value of land under forest stock shall be used to calculate land charges for plots of forestland allotted for the construction and servicing of gas pipelines, oil pipelines and power supply lines.

Agreement between the State Committee on Land Resources, Geodesy and Cartography of Belarus and the State Land Service of Latvia on cooperation in the areas of geodesy, cartography, land cadastre and land valuation.

The Parties have agreed to cooperate in the following areas: (a) the elaboration and realization of joint projects related to topographic, geodetic and cartographic activities and the creation of geoinformation systems; (b) exchange of scientific, technical and legal information; (c) exchange of information related to modifying administrative and territorial subdivisions; (d) joint projects in the sphere of land cadastre and land valuation; (e) exchange of experience between the authorized institutions in relation to land use planning and land valuation; and (f) consultations.
