Regional Law No.26 of 1998 on regulation of urban construction activity on the territories of the natural complex of the city of Moscow.

This Law is an integral part of urban construction and environmental legislation of the city of Moscow and establishes the modalities of planning, regulation and carrying out urban construction activity on the territories of natural complex of the city of Moscow. The document consists of 13 Articles. Article 1 introduces the principal concepts. Article 2 establishes the legal basis for the regulation of urban construction activity on the territories of natural complex. Article 3 regards land use planning for the territories of natural complex.

National Parks Act.

This Act in its revised edition deals with the declaration of national parks, the Nationals Parks Board and other wildlife institution, regulates hunting and provised for rights relating to water of certain owners and occupiers of land in parks. The Minister may by notice in the Gazette declare various kind of State land to be a park under a name to be assigned to it in that notice, and amend Schedule 1 by the addition of the name and a description of the land thus declared to be a park (sect. 2A and B).

Soil and Groundwater Pollution Remediation Act.

This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investigation and assessment measures in Chapter three, and the control measures in Chapter 4.

Law No. 507 on transport.

This Law establishes legal, economic and organizational basis for regulation of transport. It establishes that land of transport shall be considered land allotted to tenants for transport needs. Land relations regarding transport shall be regulated by the national legislation. Special protection areas can be created for the purpose of conservation and efficient operation of transport infrastructure in the areas subject to landslide, avalanches, erosion, flood and other negative environmental impact and natural disasters.

Protection and Preservation of Cultural Heritage Regions Law (Law No. 9/98).

The purpose of this Law is to protect and preserve cultural heritage regions form deterioration due to natural disasters or from man made destruction. The Law consists of 9 Chapters divided into 30 sections.The Ministry of Culture shall designate the following zones to be cultural heritage regions: ancient monumental zones, ancient site zones, and protected and preserved zones (Chapter III).

This Decree-Law is composed of 44 articles and three annexes divided in six Chapters. It regulates prevention and control measures against the pollution caused by certain activities, with the aim of reducing their impact over air, water, noise and soil. The list of activities is provided in the annexes, as well as the maximum emission values allowed. It requires environmental impact assessment and regular inspections over hazardous substances and illicit marine pollution. Particular attention is paid to environmental licensing.
