La presente Ley establece el procedimiento a seguir para la expropiación de fondos por razones de utilidad pública. Las presentes disposiciones especifican los sujetos de la relación expropiatoria y cuáles son los objetos expropiables, tanto del dominio público como privado. The administration, control, custody and management of the Coastal Zone, and the general administration and implementation of the provisions of this Act are hereby vested in the National Environmental Protection Authority. "Coastal Zone" means the area laying within a limit of twenty five (25) feet landwards of the mean high water line and a limit of two hundred feet seawards of the mean low water line. The Authority shall appoint a Director of Coast Conservation.

This Act provides for the protection of the tenant cultivator's rights from any abuse or prevarication by the landowner. It prescribes the right of the tenant to be the first one informed about the sale of the paddy land he/she is cultivating, it forbids unlawful eviction from the cultivated land, it provides for the payment of rent and the exemption from payment in case paddy land has not been cultivated or has not produced any agricultural commodities for force majeure.

Rural people have mobilised to protect their rights, seek better terms or oppose the deals altogether. Since 2014, an initiative in Cameroon, Ghana and Senegal has worked to help people harness the law in order to have greater control over decisions that affect them – a process commonly referred to as legal empowerment.
