Locating the Community: Administration of Natural Resources in Mozambique

This paper does not presume to offer definitive answers to complex questions raised around the new emphasis on “local communities” in Mozambique. Such answers vary and depend upon the socio political histories of each community. Instead, the paper briefly explores the concept of local community in the lexicon of Mozambican law as well as NGO and donor discourse.

Northern Uganda is currently recovering from a 20-year long civil war that left the area in ruins. One of the groups, the Lord’s Resistance Army, orchestrated brutal mass murders and abductions forcing nearly two million people to live internally displaced people’s (IDP) camps for over 10 years. The war particularly affected the people of Acholi and Lango sub-regions which had previously suffered sporadic attacks by armed Karamajong cattle rustlers from north eastern Uganda.

Em particular, o projecto descreve as causas da realização desta pesquisa, a metodologia usada, analisa os dados obtidos e produz recomendações sobre como melhor proteger os direitos das comunidades e dos grupos vulneráveis. Este projecto foi implementado em 20 comunidades dos distritos de Jangamo, Homoine e Morrumbene, localizados na província de Inhambane e teve a duração de 18 meses.

Communal tenure in South Africa has had rises and falls in favour. This section will look at the issue from a pragmatic perspective of choice. This involves assessing what issues inform whether South Africa can chose either to replace or to ignore communal tenure by analysing what is likely to remain the same politically, socially and economically for the foreseeable future and what the forces are changing this situation. This assessment then allows us to assert some practical, general principles that inform the two projects with which this paper is concerned. 

The “Lost Counties”

The colonial and postcolonial legacy of the “Lost Counties” land issue has recently resurfaced as a contentious ethno-political issue in Uganda. The aim of the paper is to critically examine the politics of belonging and land rights in relation to Ugandan land legislation and the “Lost Counties” issue. The empirically basis of this paper is primarily derived from field work in Kibaale District, during the period January to July 2004.

This paper presents the preliminary findings of a study on land conflicts between refugees and host communities in southwestern Uganda and their impact on refugee women’s livelihoods. Uganda has a long history of hosting refugees that dates back to the 1940s, when it hosted Polish refugees; Rwandese and Sudanese in the 1950s (Holborn 1975:1213-1225).
