Understanding Desertification and Land Degradation Trends. Proceedings of the UNCCD First Scientific Conference, 22–24 September 2009, during the UNCCD Ninth Conference of Parties, Buenos Aires, Argentina

The UNCCD is unique as the only global policy body focused on combating desertification, land degradation and drought, which I will call “DLDD” from now on. The UNCCD recognizes the need to improve the scientific basis supporting its work. It has given us the responsibility of re-invigorating that scientific process.
A successful conference will go a long way towards the renewal of the UNCCD, as called for in the UNCCD’s
10-Year Strategy.

The CPWF Basin Focal Project for the Andes system of basins worked with a range of local

stakeholders to develop a better understanding of the mechanisms for improving the

productivity of water in the Andes. We considered productivity in broad terms as the

productivity of energy (HEP), food and fiber (agriculture) and livelihoods (industry, transport

and benefit sharing such as Payments for Environmental Services schemes (PES)).

In addition to the compiled data bases and analyses on poverty and institutions, one of the

Challenge Program Water and Food: Basin Focal Project NIGER

Faced with increasing food and water insecurity as a result of climatic and

anthropogenic (demography, land use) changes, the CGIAR Challenge Program

for Water and Food commissioned research in 10 river basins to study the links

between water, food and poverty. Looking at the Niger river basin, we carry out

a diagnosis of the hydrologic and agronomic potential, before attempting to

identify how good agricultural water management may reduce vulnerability in the

The Basin Focal Project Volta (BFP Volta) was developed along three main steps:

Assessment of present conditions of the distribution of rural poverty, of farming

systems with their productivity and water productivity;

Analysis of opportunities and risks, especially under the double pressure of demography

and possible climate change, and modeling of water resources to identify sensitivity of

water allocation to development and climate scenarios; and

Identification of research gaps and implementation plan.

Most of the large rice irrigation systems in Southeast Asia have been designed for rice irrigation under a supply-driven mode. Despite their huge contribution to agricultural production, there is a general consensus that these large rice irrigation systems have not lived up to expectations because of a legacy of poor institutional arrangements and system design, degraded infrastructure, poor management and stagnation in the face of rapid transformations of agriculture and pressures on their water supply.
