This Regulation 271 of 2016 amends various articles of Regulation 408 of 2015. It also supplements it by introducing ‘the electronic permits system’ as the basis of all state data on requests and permits. The electronic system is part of the integrated register for territory development and manages the interaction of all subjects involved in this process including the applicant, the authorities responsible for issuing the permit and other institutions obligated to give information or approval on the permits. Any subject applying for the permit shall do so through the electronic database.

This Regulation concerns rural land management and rights and use of rural land in Amhara National Region. It seeks to create favourable conditions enabling the land administration system to promote long-lasting agricultural development and productivity in the regional state by causing the full implementation of the rights and obligations pertaining to the rural land holders as are stipulated under the Revised Rural Land Administration and Use Determination Proclamation.

This new Provincial Lands Act aims to modernize the legislative framework and provide better environmental. In particular, the Act provides for better protection for Crown land by investing the government with the ability to respond and take action when land is being misused, such as issuing immediate stop work orders. Furthermore, the framework for the Ministry of Agriculture Crown leases shall be used as security; and the time period of certain long-term leases where significant investments are possible, such as wind power development shall be increased.

These Regulations are enacted in order to protect the drinking water source environment in Yanbian Korean Autonomous Prefecture, prevent pollution of water, ensure the safety of urban drinking water source and public health, and promote the sustainable development of economy and society. The present Act introduces some amendments to the Building Act of 11 December 2008. In particular, the Act amends article 66 dealing with innovative snow makers and snow making facilities. The article establishes that snowmaking may only be carried out on frozen ground and operation of the system must not result in excessive or negligible interference with neighbors. Chemical and biological additives are prohibited. The operation of the snowmaking system must not interfere with the ecology and water balance, especially with regard to water supply.
