The purpose of these Regulations is to facilitate compliance with the European Court of Justice ruling of 21 September 1999 (Case C-392/96) that the EIA thresholds adopted by Ireland in relation to initial afforestation and peat extraction exceeded the discretion available to Ireland under Directive 85/337/EEC on Environmental Impact Assessment in that they did not take account of the nature, location or cumulative effect of projects below these thresholds. The threshold for mandatory EIA in relation to these activities is reduced.

La présente loi porte la réglementation relative à la protection générale des rives du lac. En particulier, elle a but de protéger les rives du lac et les zones sensibles voisines ainsi que de faciliter des accès publics aux rives du lac en des lieux appropriés dans la mesure où il n'est pas porté atteinte à des milieux naturels dignes de protection.

Le présent règlement met en exécution la loi d’application de la loi fédérale sur l’aménagement du territoire. L’article 1er établit qu’un plan fixant le relevé des surfaces d'assolement du canton est établi en conformité aux articles 16 à 20 de l'ordonnance fédérale sur l'aménagement du territoire, du 2 octobre 1989.
