This Decision approves the master plan on the socio-economic development of the Cao Bang province.The plan, in particular, shall: raise the forest coverage; solve the issues of environmental sanitation in urban centres, border gates, industrial parks and ore mining areas; assure food hygiene and safety; etc.

The present Law lays down provisions relating to the right of use relating to forests and pastures. The purpose of this Act is to support the decentralization process in general and capacity building of the districts, in particular with respect to the rural infrastructure development, and to improve rural accessibility.Village Development Committees shall be constituted as executives of the Village Council in village development areas, Municipalities shall be constituted as executives of the Municipal Council in municipal areas, and District Development Committees shall be constituted as executive bodies of District Councils in district development areas.

This Law establishes legal grounds for the forest reclamation of degraded land and the procedure of identification of the aforesaid land. This Law shall be applicable to degraded land irrespectively of the form of ownership that can be subject to forest reclamation for the purpose of soil improvement and hydrological and environmental re-balancing.

This Order establishes that economic activity on land within the boundaries of national parks without expropriation shall not contradict scope and basic objectives of national park. Land management regime shall take into consideration the interests of the population living on the territory of national park.

These Rules, made by the Minister for Agriculture, upon consultation with the Central Agricultural Board under section 48 of the Agriculture Act, require farmers to establish and maintain farm forestry on at least ten percent of every agricultural land holding. One of the objectives of the Rules is to preserve and sustain the environment and combating climate change and global warming. Other declared objectives include: the conservation of water, soil and biodiversity; the protection of riverbanks, shorelines, riparian and wetland areas; and the sustainable production of wood.

This Decree establishes the modalities of land-use planning in urban areas. It includes also afforestation in urban areas. Land-use planning in urban areas shall be exclusive competence of the local self-government that must ensure organization and implementation of land-use planning in accordance with sanitary norms and regulations. Land-use planning includes creation of green areas, amenity forests and protection forests in urban areas. Deployment of waterworks and urban irrigation systems shall be integral part of land-use planning activity.
