This Act provides for town and country planning at various levels of administration.The Act provides for the establishment of a National Physical Planning Council and of a State Planning Committee which shall promote, regulate, control and advise on, the use and development of all lands in the State. The Council may form time to time establish a regional planning committee.The State Director shall make a development plan based on the review of existing developments in the State.

This Regional Law regulates the issues of conservation, protection, management and reproduction of recreational forests in urban areas with a view of creation of favourable environment for the population. It shall also regulate the issue of afforestation and reforestation in urban areas. Regional executive bodies shall be responsible for education of the population related to management, keeping and reproduction of green plantations in urban areas.

This Regional Law establishes the modalities of transfer of land from one category to another, the modalities of land tenure, rational management and monitoring of land, application of public servitude, land expropriation, establishment of protected areas and land classification. Allotment of land free of charge to categories of citizens that have such right shall be performed by decision of the Regional Government.

This Decree establishes the modalities of exoneration from payment of land tax for land plots under young plantations and young growth of forest species. Young growth shall be identified as such in accordance with the classification of State Forest Service applicable to afforestation and reforestation areas age of which shall not exceed the following parameters: (a) 40 years for coniferous species; (b) 40 years for broad-leaved hard-wooded species; (c) 20 years for broad-leaved softwood species (except for speckled alder); and (d) 10 years for speckled alder.

This Decree establishes the modalities of exemption from payment of land tax of afforestation and reforestation areas. It shall be applicable to forest species considered regenerated or regrown by State Forest Service, the age of main species for the current year of survey an assessment shall not exceed: (a) coniferous – 40 years; (b) hardwoods broadleaved species – 40 years; and (c) soft broadleaved species and speckled alder – 10 years. Land shall be exonerated from payment of land tax if on it has been performed forest inventory in accordance with the established modalities.

The purpose of the work presented in this report is to demonstrate that policymakers have tools at their disposal that provide significant help in the evaluation of trade-offs, opportunities, and repercussions of the policies under consideration. This report focuses on Colombia, however the analytical framework can be applied to any country interested in exploring country-wide effects and economic viability of policies that aim to reduce GHG emissions from agriculture. Results provided in this study should be seen as an example of the potential applications of the framework developed.

The Vision of the present cross-sectoral Forestry Strategy 2020 (FS2020) establishes that by 2020, the Government of the Lao PDR envisages a sizeable, vigorous and robust forestry sector continuing in its role as one of the leading sectors advancing national socio-economic development. A sector in which scientifically-managed natural production forests generate timber and non-timber products at sustainable levels with village participation, under supervision and technical support from well-staffed, well-trained local and national government units.
