Despite their economic importance, herders are generally neglected both by the governments of African countries and international donors. During the 1990s, nomadic livestock raising accounted for 75 percent of Mauritania's agricultural output, but received only 10 percent of the country's agricultural budget and donor support. In the past, there were few specific regulatory protections of nomadic economic activities. This article analyzes the content and impact of the Code Pastoral (enacted in 2000, effective in 2004) of the Islamic Republic of Mauritania.

The Africa Development Indicators 2007 essay explores the patterns of growth in Sub- Saharan Africa over the past three decades. It finds that the volatility of growth-an outcome of conflict, governance, and world commodity prices-has been greater than in any other region. Volatility has dampened expectations and investments-and has obscured some periods of good performance for some countries. The essay shows that pickups in growth were seldom sustained- indeed, that they were often followed by ferocious declines, and hence, Africa's flat economic performance over 1975-2005.

Can There Be Growth with Equity? An Initial Assessment of Land Reform in South Africa

The authors use evidence from a survey of about 1200 beneficiaries of South African land reform to assess the performance of the initial phase of the land reform program. They find that the program has not lived up to the quantitative goals set, but did successfully target the poor. It has led to a significant number of economically successful projects that already generate sustainable revenues.
