FAO has been operational in the Lao People’s Democratic Republic since 1975, delivering policy and technical development assistance through approximately 250 projects to date. FAO’s support continues to be instrumental as the country faces key opportunities and challenges in the agriculture sector, including increased commercialization and transparency of markets and growing pressure on land. Lao PDR has committed to improving food security as part of its efforts to graduate from the category of least-developed countries by 2020.

It is the result of the collective efforts of the countries of the world. This major undertaking was based primarily on information provided by the countries, supplemented by state-of-the-art technology to verify and analyse the information and to make the results accessible to the world through the Internet. The FRA 2000 process emphasized collaboration and transparency.

The purpose of this paper is examine the notion of tenure in connection with water resources and to explore whether the concept of water tenure has the potential to make a useful contribution towards resolving the world’s water resources challenges. It seeks to provide answers to the following questions: (a) What is water tenure? (b) Does water tenure really exist or is water simply too different from other natural resources? (c) Could the concept of water tenure be useful in terms of the development of natural resources policies and practices?
