Pastoralists in Tanzania are suffering from many human rights violations, including forced evictions from their lands. This report gives a comprehensive analysis of the human rights situation of indigenous peoples in Tanzania, and documents cases of human rights violations against Maasai pastoralists during 2011. 

The information contained in this report is a result of a comprehensive survey and human rights analysis, which used both primary and secondary data collection methodologies covering a total of 10 districts and 18 villages. 

This revised and updated edition of Albert Kwokwo Barume’s book from 2010 reflects some of the latest developments affecting Africa’s indigenous peoples and their land rights. 

In early 2015, Maasai and Datoga citizens living in the Morogoro region of Tanzania were victims of deadly, ethnic violence. According to reports from local media, the assaults were instigated by public figures interested in acquiring land, and state authorities have not intervened to protect Maasai citizens. Police protection has instead been given to others who are illegally cultivating officially registered Maasai land. 

This Proclamation of the Afar National Regional State establishes a rural land administration system that is suitable for natural resource management and protection and that incentivizes investment within the traditional clan-based communal land tenure system. Laws that pertain to lands designated as forest lands, wildlife sanctuaries, biodiversity protected lands, environmental and natural resource conservation and preservation areas shall not be affected by this Proclamation. The purpose of this Standard is to implement the Environmental Protection Law, prevent and control environmental pollution, protect human health, and protect the ecological environment.This standard specifies requirements for the water environment quality, soil environmental quality, ambient air quality and environmental quality evaluation index, limit value, monitoring and evaluation method of various livestock and poultry breeding areas. This standard only applies to livestock and poultry farms, livestock breeding areas and grazing areas permitted by law.

This Ministerial Decree establishes the modalities of carrying out veterinary and sanitary arrangements in accordance with veterinary norms and standards that are compulsory for all natural and legal persons. Veterinary arrangements shall be intended complex of antiepizootic measures and procedures aimed at protection of animal health, prevention and liquidation of the outbreak of animal diseases. Agricultural animals must be kept clinically healthy and comply with basic physiological indices in accordance with veterinary recommendations and regulations.

These Regulations, consisting of 31 sections divided into eight Parts, make provision with respect to procedures of the Pastoral Land Board established under section 11 of the Act, legal issues of pastoral leases, monitoring of pastoral land, access to pastoral land, licences to go onto and take certain things from pastoral land, procedures of appeal with an Appeals Tribunal and miscellaneous matters.

This Law amends the Law No. 5403 on Soil Preservation and Land Utilization and the Law No. 4342 on pastures.This Law adds two new clauses (f) and (g) to Article. 13 of the Law No. 5403 on the use of agricultural lands other than agricultural purposes. The new clauses set forth agticultural lands may be used for renewable energy production purposes and geothermal greenhouse investments. The Law also repeals Provisional Article. 3 and adds a new provisional article to the above mentioned Law No. 5403. This Law further makes amendments in the Law No. 4342 by adding two new clauses to Article.

The Forestry Sector Policy is a national sectoral policy which sets forth long-term, medium-term and short term objectives relating to the sustainable use of forest resources.
