ABSTRACTED FROM EXECUTIVE SUMMARY: This paper seeks to add to the growing literature on land concessions by examining a recent, high-level concession as a means of understanding three aspects related to concessionary investments: (1) the process by which concessions are awarded and implemented; (2) the intricate relationship between land use, land tenure, and land ownership in the face of concessions; and (3) the way in which village and household livelihoods are impacted due to such massive land use and ownership changes.

Does Large Scale Agricultural Investment Benefit the Poor?

The current study attempts to examine whether large-scale agricultural investment of this type benefits the poor and how this investment can be implemented to increase benefits for the poor. It is arguable whether the poor need more land to grow crops to meet their food security requirements or need to benefit from large-scale agricultural investment in Cambodia. Although the poor households are capable of operating small plots of a few hectares each, they generally lack capital and the means to work large chunks of new land with forests or degrade forests.

Today, the application of scientific forestry in the country has been marginalized. The Land Law of 2001 was a landmark statute intended to strengthen and protect the rights of ordinary Cambodian landholders. A land titling programme (LMAP) was initiated soon afterwards, with extensive World Bank and donor support. The land occupied by the community of Boeung Kak, in the heart of the capital was excluded from this process, despite evidence of prior residence going back decades. Instead it was classifi ed as having “unknown status” by the LMAP, as “state land” by default, and as a “development zone” by authorities.

In recent years the Lao government has provided many foreign investors with large-scale economic land concessions to develop plantations. These concessions have resulted in significant alterations of landscapes and ecological processes, greatly reduced local access to resources through enclosing common areas, and ultimately leading to massive changes in the livelihoods of large numbers of mainly indigenous peoples living near these concessions.

OVERVIEW: Cambodia is a largely agrarian country that emerged from a history of political strife and instability into a period of steady economic growth. However, the country started from such a low base that even after a decade of growth averaging 7% per annum, GDP is only $650. Cambodia is ranked 176th out of 213 countries in terms of purchasing-power parity. Poverty rates have reduced somewhat, but they remain higher than in most countries in the region and are only slightly lower than in Laos.

The transition to a market economy has sparked Vietnam's unprecedented urbanization and industrialization. In order to accommodate the spiraling land demand triggered by urban and economic growth, the Vietnamese government has been using the mechanism of compulsory acquisition at an astounding scale to convert massive amount of agricultural land to urban land for non-agricultural uses. A large number of the country's poorest, most vulnerable citizens have been forced out of their land to make way for development projects, yet, they are also the group that have least benefited from them.

The geographic location of Laos between the booming economies of Thailand, Vietnam, and China has led to the perception of Laos as a potential crossroads of the tightly integrated GMS an organization promoting trade, tourism, and development between countries through which the Mekong River runs.
