The issue of women’s access to land is often framed in the context of oppression, emancipation, or Vietnamese uniqueness. This study report examines contemporary women’s access to land across ten provinces outside of these traditional narratives. Ten selected research sites reflected a diveristy of rural-urban locations, lineage patterns, and ethnic diversity.

EXECUTIVE SUMMARY: The overall QSEM program aims to provide a descriptive picture of rural life in Myanmar. It examines different livelihood strategies and activities, the wider factors that shape these strategies, and how the broader social and institutional features of community life affect people’s livelihoods choices and outcomes. Specifically, it explores how external assistance affects individual behavior, coping mechanisms, and community social structures. How do those social structures shape the local economic environment?

Land deals are frequently agreed in secret between governments and investors. This lack of transparency in the allocation of land fosters an environment where elite capture of natural assets becomes the norm, where human rights are routinely abused with impunity, where environmental destruction is ignored and where investment incentives are stacked against companies willing to adhere to ethical and legal principles.

Through LMAP, and subsequent LASSP, Cambodia has made impressive progress in building a functioning cadastral system over the last ten years. This process has proved complex and challenging, but since commencing, the land registration teams have successfully issued over 1.7 million land titles, a strong legal framework has been developed for the functioning of the land administration bodies and mechanism, institutions have been built and strengthened, and a dispute resolution process has been established for dealing with disputes over unregistered land.

Siamese Rovsewood (Dalbergia cochinensis) has recently been listed on Appendix II of The Convention on the International Trade in Endangered Species (CITES). This listing means that source countries are legally required to export only controlled quantities of rosewood with close monitoring and documentation, which is intended to ensure that the international trade is not detrimental to the survival of this species.

We draw on empirical results from three case studies of property rights change across forest and fisheries ecosystems in central Vietnam to investigate the circumstances under which collective property rights may make sense. A generic property rights framework was used to examine the bundles of rights and associated rights holders in each case, and to assess these arrangements with regard to their contextual fit, legitimacy and enforceability.

As Vietnam continues to search for its ideal balance between Communist control and a market-led economy, land rights emerge at the forefront of the discussion concerning the tension between traditional Socialist ideals of people-owned and state managed property versus neoliberal ideals of private property rights. The purpose of this study is twofold.

Although Cambodia is one of Asia’s smallest and poorest economies—in the Association of Southeast Asian Nations (ASEAN) only Burma’s per capita purchasing power is lower—changes in its environment for business and trade since the turn of the millennium have been rapid and dramatic. Insiders and outsiders alike are increasingly recognizing the country’s economic potential as a range of new investment and infrastructure projects evince growing confidence and opportunity.

ABSTRACTED FROM THE INTRODUCTION: This report provides a strategic assessment of the key issues, opportunities, constraints and choices facing Myanmar’s agricultural sector. Discussion focuses on pathways that will permit agriculture to contribute meaningfully to broad-based improvements in purchasing power and food security for the country’s many landless and vulnerable households. In doing so, it aims to assist public and private stakeholders who will be making the key investment and policy decisions governing future agricultural and food security trajectories in Myanmar.

This paper investigates the real financial consequences of investing in land with disputed tenure rights. It demonstrates that companies which ignore the issue of land tenure expose themselves to substantial, and in some cases extreme, risks. Using case study analysis, the paper connects ground-up financial thinking with empirical reality. In so doing, it makes a strong case for the need to integrate tenure-related risks more comprehensively into our financial architecture.

OPENING PARAGRAPH OF REPORT: Land is a contested issue in Cambodia. During the Khmer Rouge regime, all cadastral records were destroyed, private property was abolished and large parts of the population were forcibly resettled or forced to flee due to the war. During the 1990s largescale refugee repatriation programmes were implemented. Over the next decades, mainly due to population growth, spontaneous settlements developed on land that was either formally part of the state domain, or of which the legal status was unclear.

Cambodia is highly dependent on agriculture: the agricultural sector is responsible for more than 30 percent of GDP and provides employment for more than 70 percent of people who are employed (ADB 2011). Given such high dependence on agriculture, an important question is, "How will Cambodia be affected by climate change, especially the agricultural sector?" Climate change, by definition, will alter temperature and rainfall patterns.
