Cette loi porte dispositions relatives au domaine foncier rural. La loi est formée par 29 articles répartis en 6 chapitres, à savoir: Définition et composition du domaine foncier rural (I); Propriété, concession et transmission du domaine foncier rural (II); Mise en valeur et gestion du domaine foncier rural (III); Dispositions financières et fiscales (IV); Dispositions transitoires (V); Dispositions finales (VI).

These rules amend the Land Registration Rules 1925 so as to: (a) make provision for new forms of transfer, assent and discharge of part, new forms of transfer and assent of a registered charge affecting part of the land in a registered title and new forms of transfer for a portfolio of titles; (b) make provision for new forms of application to cancel notice of an unregistered lease or rentcharge, to register a caution against dealings with a registered title, to withdraw a caution and to place documents on deposit; (c) make associated amendments to certain existing prescribed forms.

L'article 1er de cette loi fondamentale sur le remembrement des biens ruraux établit qu'afin d'assurer, dans l'intérêt général, une exploitation plus économique des biens ruraux, il peut être procédé, conformément aux dispositions de la présente loi, au remembrement des terres morcelées et des terres dispersées. Le remembrement tend à améliorer les biens-fonds en constituant, par un nouveau lotissement, des parcelles ayant de plus grandes surfaces, des formes mieux adaptées aux façons culturales et des accès indépendants.

Cet arrêté fixe les modèles des fiches parcellaires et des fiches individuelles ainsi que du plan d'ensemble, qui constituent les trois documents essentiels au plan foncier auquel doivent être inscrits les droits de propriété.

Cet arrêté fixe le modèle du bordereau analytique, imprimé devant contenir une analyse sommaire des droits publiés à la Conservation foncière et servant en cela d'appui aux énonciations du titre foncier.

The newly established register is functionally classified as a sub-register of the Rural Activities Register pursuant to Act 1515 of 1994. Reference is made to Council Regulation (EEG) No. 3508/92 in relation with the numbering and identification system.

Given that in implementation of works on introduction of the land registration system serious shortages and omissions have been ascertained by the central authorities, this Resolution obliges the oblast and rayon agricultural departments to participate in organization and introduction of agricultural land registration and to assist in search of competent specialists and testing of the present staff.

These Regulation make provision for the Government Agency on Land Organization and Land Resources at the Government of the Kyrgyz Republic (hereinafter - Goszemagenstvo), its functions, rights, and internal organization. Goszemagenstvo shall be a Republican agency of government management that shall exercise the uniform policy on management of land resources and regulation of land relations.

This Decree approves the Interim Regulations on state registration of rights to use land. Registration of land use rights is conducted by the bodies of the State Agency on Land Management and Land Resources placed under the Government of the Kyrghyz Republic (Goszemagentstvo). Part II contains principles and legal status of state registration.
