Land registries play a key role in protecting landholders against dispossession and promoting good governance and economic development. Effective land agencies provide efficient and accessible land registration services, transparent land information, and clear ownership records to prevent disputes. Accurate records of property rights provide a basis for delivering services such as water or electricity, levying property taxes, enforcing zoning and environmental laws, and are necessary (although not sufficient) for landholders to use their properties as collateral.

Despite a history of more than 100 years and the introduction of provisional maps to support land registration, the Kenyan cadastre is largely incomplete. It consists of a patchwork of maps of different positional qualities, which would not be readily integrated to create a nation-wide coverage. This paper outlines the structure of the Kenyan cadastre and analyses the quality of the cadastral maps with regard to the requirements of modern land administration.

On August 25, 2009, the 13th Government of the Palestinian Authority (PA) presented a program entitled "Palestine: ending the occupation, establishing the state" (hereafter referred to as the program) outlining several national goals, including the achievement of 'economic independence and national prosperity'. The program accords high priority to the development of the public institutions of the PA in order to achieve the stated national goals.

In its report to the September 22, 2008 meeting of the Ad Hoc Liaison Committee (AHLC), the World Bank noted that the Palestinian Authority (PA), Israel, and the international donor community made some progress on the three parallel conditions for Palestinian economic revival, albeit to different degrees. International aid flows are equivalent to almost half of Solomon Islands' economy, making it one of the most aid-dependent countries in the world.
