The present Decision provides for the approval of the Action Plan on the conservation and sustainable development of submerged areas in the 2004-2010 period, aiming at the protection, rehabilitation and social community awareness relating to the wetlands and its possible environmental, economic, social and biodiversity potential.

Articles 6, 9, 14, 30 have either been amended or new paragraphs have been added. The present Law also amends new articles of the Village Law of 1924, the Law on Natural Disasters 1959, and the Tourism Incentives Act of 1982. The formation of the technical teams is re-defined. The in-forest pastures and grazelands are re-defined by a committee set up by the Ministry of Environment and Forestry and cannot be used for any other purposes unless their allocation purposes are modified.

The Minister may from time to time, subject to the laws governing the public service, by notice in the Gazette establish deeds registries and sub-deeds registries within the area of deeds registries and, subject to the provisions of this Act or any other law, determine the registration acts or other acts which are required or permitted to be performed in any such registry, or amend any such determination.

The Regulation provides for the registration and licensing mandatory to conduct geodesic and cartographic activities.

The Premier decrees that the Federal Agency on Management of State Property is federal executive body authorized to carry out functions on management of state property, including land relations, functions regarding rendering state services and law enforcement functions in the sphere of property relations. The Federal Agency on Management of State Property is under the jurisdiction of the Ministry of Economic Development and Trade.

By this Act it is declared for the removal of doubt that the provisions of the Bills of Sale Acts, 1878-1882, of the United Kingdom, requiring the registration and re-registration of Bills of Sale under those Acts, are not in force and have not, since the commencement of the Lands and Deeds Registry Act, been in force in Zambia.

These Regulations prescribe forms for purposes of the Lands Acquisition Act. The Schedule includes: notice of intention to acquire property, notice to yield up possession, notice of intention to acquire property and notice to yield up possession, and application for entry in register recording compulsory acquisition.

President of the State Committee for Environmental Protection, for the purpose of carrying out control functions of the Committee regarding improvement of the system of registration tests of pesticides in the process of their ecological valuation and expertise, orders to set up Centre of pesticides research and to entitle it with the function of the official representative of the Committee in the process of the registration of the pesticides for compliance of ecological requirements.

The present Law establishes legal, organizational and financial basis for carrying out state expertise of land use documentation and the modalities of tits carrying out. State expertise of land use documentation is activity aimed at valuation, control and analysis of the objects of expertise for the purpose of the compliance thereof with the legislative requirements, standards, norms and instructions, and also elaboration of substantiated conclusions for decision-making as regards the objects of the expertise.

The Premier decrees that the Ministry of Economic Development and Trade is a federal executive body authorized to carry out functions as regards elaboration of state policy and normative and legal regulation in the sphere of economic development, international trade, internal trade, management of federal property, management of material reserve and cadastre of immovables.
