This Regional Law establishes the particulars of turnover and land-use planning of agricultural land. Minimum consolidated agricultural land area resulting from privatization shall be 60 ha. Maximum agricultural land area that can be owned by a single natural or legal person shall not exceed 50 percent of the whole available agricultural land area within a municipal district. Regional administration, represented by the authorized executive body shall have preferential right of purchase of a plot of agricultural land at commercial value except for public auction sale.

This Order sets regulations concerning the electronic registration of planning via PlansystemDK, which is a national digital system and register containing proposals of adopted plannings that are provided in accordance with the Planning Act and plans covered by the Act's article 54b, section 6. In PlansystemDK plannings are made available and can be accessed at www.plansystemdk.dk. All information must be submitted to this portal no later than 30 June 2014.

The regulation establishes the green belt of Tirana and its suburbs in a total area of 4233 ha and lays down the list of areas included in it. Specific borders and sizes per each area are included in the annex. The National Agency of Territory Planning is the responsible state authority for purposes of management and territory planning while the National Urban Construction Inspectorate is charged with monitoring and enforcement functions.

This Order applies the Town and Country Planning Act to the customary areas within the boundaries of the districts described in the Schedule to this Order.

This Regional Law establishes legal status of slide areas, establishes boundaries of land areas where slide processes could originate. Slide processes shall be intended movement of rockslide under the impact of gravitation forces. A special conservation, maintenance and land-use planning regime shall be applicable to each slide area. Validated boundaries of slide areas shall be recorded in state land cadastre.

This Regional Law regulates the issues of land tenure and protection of land, land-related property and ownership relations, management and disposal of land. Objects of land relations shall be as follows: (a) land as natural object and natural resource; (b) land plots; and (c) land shares and part of land plots. Regional land shall be classified in the following categories: (a) agricultural land; (b) urban land; (c) industrial, energy, transport and defence land; (d) protected areas; (e) forestland; (f) land or waterbodies; and (g) reserve land.

This Regional Law regulates relations in the sphere of organization, protection and management of protected areas with a view of conservation of unique and typical natural ecosystems and objects, particular natural formations, objects of wild fauna and wild flora and genetic resources thereof, study of natural processes in the biosphere and control over change of its state, and also for ecological education.

This Regional Law regulates relations originating the sphere of conservation, management, promotion and state protection of the objects of cultural heritage of the regional and local significance. Objects of cultural heritage shall be considered elements of land-use planning, landscape, gardens, parks and urban forests. State protection of the objects of cultural heritage shall include identification, registration, conservation and prevention of damages to the objects of cultural heritage.

This Regional Law regulates relations in the sphere of organization, conservation and management of protected areas with a view of ensuring landscape and ecological sustainability, conservation and protection of unique and model ecosystems, wild fauna and wild flora species, genetic fund thereof, and ecological education of the population.

The scope of this Regional Law shall be conservation, management, protection and promotion of the objects of cultural heritage. All the objects of cultural heritage of regional and municipal significance shall be subject to mandatory recording in the State register of the objects of cultural heritage.
