This paper discusses the development of a new Land Law in Mozambique 1 , under the leadership of the Technical Secretariat (TS) of the Inter-ministerial Commission for the Revision of Land Legislation (popularly known as ‘the Land Commission’). The TS began work on the new law in August 1995 after first formulating a new National Land Policy. The National Assembly approved the law two years later. Regulations and other instruments needed to implement it were completed in December 1999.

On the occasion of the International Year of Mountains-2002, FAO and its partners undertook a large-scale assessment and global review of the current status and future trends of integrated and participatory watershed management. The overall objectives were to promote the exchange and dissemination of experiences in implementing watershed management projects in the decade from 1990 to 2000 and to identify the vision for a new generation of watershed management programmes and projects.

La sécurité de la tenure est une condition essentielle à la gestion durable des forêts. La diversification des systèmes de tenure pourrait servir de base à l’amélioration de l’aménagement forestier et des moyens d’existence locaux, en particulier là où l’Etat ne dispose pas des moyens suffisants pour gérer les forêts. Au cours de la dernière décennie, de nombreux pays ont entamé des efforts de réforme de leurs systèmes de tenure forestière, en déléguant certains droits d’accès et de gestion aux ménages, aux sociétés privées et aux communautés.

El objetivo de este documento es seguir enriqueciendo un diálogo sobre las cuestiones relativas a la tierra (y a los territorios) entre la FAO y los países miembros, los pueblos indígenas, el Foro Permanente y otras entidades interesadas. En el documento se detallan. principios básicos de un enfoque metodológico para el reconocimiento territorial, así como para un desarrollo de esos espacios a partir de la constatación de que el simple reconocimiento jurídico en muchos casos no es garantía suficiente para el mejoramiento de las condiciones de los pueblos indígenas.

FAO (Food and Agriculture Organization of the United Nations) and other development partners are working together with countries to prepare Voluntary Guidelines that will provide practical guidance to states, civil society, the private sector, donors and development specialists on the responsible governance of tenure. By setting out principles and internationally accepted standards for responsible practices, the Voluntary Guidelines will provide a framework and point of reference that stakeholders can use when developing their own policies and actions.
