This Regional Law determines the modalities of classification of the plots of land in accordance with land categories established by the Land Code. Classification of the plots of land on the basis of category is compulsory in the process of their formation for the purpose of state cadastre registration of land.

This Regional Law establishes legal land economic grounds for state regulation of soil fertility of agricultural land. The Regional Law consists of 6 Chapters. Chapter 1 (arts. 1-3) lays down the main provisions. Chapter 2 (arts. 4-6) regards plenary powers of regional authorities and local self-government of the municipal units in the sphere of ensuring soil fertility of agricultural land. Chapter 3 (arts. 7-17) regards state regulation in the sphere of ensuring soil fertility of agricultural land. Chapter 4 (arts.

The aim pursued by this Act is the protection of nature as a whole, in such a way that land, sea, freshwater and air are not wasted or polluted. Taking into special account the exceptional and historical aspects of Icelandic nature, the Act shall enhance the nation’s access to and familiarity with the natural environment (art. 1).Once the Act has defined the aims pursued, articles 2 to 8 provide for the institutional framework which shall be in charge of the implementation of these provisions. These Regulations have been adopted in implementation of the Nature Conservation Act of 1971. Articles 1 to 7 deal with the setting up of nature conservation committees on each county and town, as well as in the city of Reykjavik. The task of these committees is to further the nature conservation in their district. They shall submit annual reports on their activities (art. 5). Articles 8 to 14 concern the right of access to public lands and the right of free passage, under certain circumstances, through private lands.

This Act amends the laws relating to liens upon sugar cane. In the Act, lien “means the charge (made enforceable under this Act when registered and while subsisting) whereby any crop and the proceeds thereof become security for the discharge of any debt or obligation (sect. 2). Section 5 requires the chief executive to keep a register of all liens, other sections concern the operation of the register (sect. 6 to 7R) and matters related to liens.

This regulation implements the Liens on Crops of Sugar Cane Act 1931. It specifies particulars to be included in the register (sect. 2), the way of applying for registration (sect. 3), the inspection of register (sect. 4) and fees (sect. 6). The regulation is completed by one schedule setting the values of fees to be paid under the Act.

The 27 sections of this Act are divided into 7 Parts: Preliminary (I); Soil Conservation Board (II); Conservation Orders (III); Powers of the Chief Agricultural Officer (IV); Contributions and compensation (V); Offences (VI); Miscellaneous (VII).The Scotland District Soil Conservation Board is established under section 3. The Board shall advise the Chief Agricultural Officer on the utilisation of lands in the conservation areas described in the First Schedule. The Chief Agricultural Officer may issue Conservation Orders to prevent soil erosion pursuant to section 5.

This Decree provides for the exemption from the agricultural land use tax in case of land assigned by the State to households and individuals for agricultural development, or belonging to farmer cooperatives whose land has been assigned for agricultural production, or for agricultural and forestry farmers which have been assigned lands for farming, in poor and less favoured areas.
