Ce cahier fait la synthèse des dynamiques du foncier rural en Algérie depuis les années 1960. Il analyse en trois temps le processus de transition qui a conduit le pays de l’autogestion à la concession des terres observé au cours de ces cinquante dernières années. Basé sur une documentation riche comme la consultation d’archives et la réalisation d’enquêtes auprès d’acteurs clé durant plusieurs années, il aborde la question des structures agraires et  des évolutions de la paysannerie algérienne ainsi que des politiques publiques agricoles qui s’y rattachent.

This report documents the evaluation of the Cambodian Land Dispute Independent Mediation (CLAIM) project, an independent mediation between Socfin-KCD Co., Ltd. and Coviphama Co., Ltd., known as Socfin Cambodia and five Bunong villages from Busra Commune, Mondulkiri Province, Cambodia. The management of land concessions and leases in the agriculture, tree plantation, hydropower and mining subsectors (referred to as land deals henceforth) is a crosscutting topic and involves a wide range of agencies of the Government of the Lao PDR (GoL) at various administrative levels, from the granting stage to the supervision and monitoring of progress and compliance.

In 2007-8, the Cambodian government granted Economic Land Concessions (ELC) to two rubber companies, namely Socfin-KCD and Dak Lak Mondulkiri Aphivath in Bousra commune, Mondulkiri province. Through a comparative approach, the Case study examines the impact of these rubber concessions on local land tenure systems. It examines how each company took into consideration the land claims of affected people and communities, and the effectiveness of the conflict resolution approach.

The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

1. What are the most pressing issues involving land governance in your country?

2. What are the most important issues for the researcher on land?

This country profile presents the Land Matrix data for Cambodia, detailing large-scale land acquisition (LSLA) transactions that:

• entail a transfer ofrights to use, control or own land through sale, lease or concession;

• have an intended size of 200 hectares (ha) or larger;

• have been concluded since the year 2000;

• are affected by a change of use (often from extensive or ecosystem service provision to commercial use);

• include deals for agricultural and forestry purposes. Mining operations are excluded.

Across Africa, Asia and Latin America, investors are increasingly approaching rural communities seeking land for logging, mining, and agribusiness ventures. Even in those situations where the investors have followed FPIC guidelines and undertaken a formal “consultation” with the community, these consultations are generally conducted in a context of significant power and information asymmetries. Part of the power imbalance comes from communities’ lack of information about the value of community lands and natural resources.
