Minor Amendment of paragraph 2, with the sibstitution in the text of the period 12 months with 3 years.The functions of the Authority include to optimize land resources and to provide secure and effective registration systems for transactions relating to land in Singapore. The Authority shall also manage and maintain the cadastre survey system as a foundation for land title as well as advising the government on matters relating to land survey, tenure, ownership and disposition. The Authority has the power to direct for the purpose of discharging its functions under this Act (sect. 7).

In paragraph 1 of the Third Schedule, for the words “as provided in paragraph (a) of subarticle (1) of article 15 of this Act, there shall be substituted the words” as provided in subarticle (1) of article 15 of this Act. For purposes of section 55B of the Development Planning Act, the development referred to in sub-paragraph (ix) of paragraph 2 of Class 1 of the Development Notification Order, 2001 shall be allowed to take place notwithstanding that there might exist illegal development referred to in subarticle (1) of article 55b of the Act on the same site.

These Regulations empower the authority or a contractor on order of the Authority to remove objects on a site that is subject to an enforcement notice in terms of the Development Planning Act. It may also carry out any of the other actions set out in regulation 4 relating to illegal operations. The Authority shall publish a notice of removal in the Gazette and local newspapers pursuant to regulation 7. Objects may be disposed of in accordance with regulation 8.Regulation 11 makes removal of clamps fixed by the Authority or the contractor an offence. ((11 regulations)

These Regulations provide for the specification, modification, discharge and enforcement of Planning Obligations in terms of section 40 the Development Control Act and entered into by public deed. A Planning Obligation may be unconditioned or subject to conditions. And may be for a specified period or be for an indefinite period (reg. 3). A Planning Obligation shall be enforceable by the Authority against persons entering into an obligation or persons acquiring a property on which the obligation rests.

Applications for changes of Temporary Provisions Schemes of Subsidiary Plans in terms of the Development Planning Act which involves the alignment of roads and buildings as provided in paragraph (a) of subarticle (4) of article 28 of the Act or zoning as provided for in subarticle (4) of article 28 of the Act shall be subject to provisions set out in these Regulations. Regulation 4 sets out requirements of documentation for all applications, whereas regulation 5 sets out requirements for application of alignment of roads and buildings.

This Order modifies legislation relating to planning. Articles 3 to 6 modify certain provisions of the Town and Country Planning (Scotland) Act 1997.
