أعد هذا الدليل لمساعدة المتخصصين في حيازة الأراضي وفي الإدارة العقارية لمن يشتركون في إعادة بناء نظم الحيازة والإدارة العقارية في بلدان خرجت من صراع عنيف. وفي هذه الظروف يكون توفير أمن الحصول على الأراضي أمرا شديد التعقيد. والمعتاد أن تؤدي الصراعات العنيفة إلى نزوح كثير من الناس. وفي نهاية الصراع قد يجد العائدون إلى ديارهم أن أرضهم في أيدي آخرين. وقد تكون هناك عدة مطالبات مشروعة تتنافس على نفس الأرض وذلك بسبب تتابع موجات النزوح - وقد لا يستطيع كثيرون استرداد أراضيهم ويضطرون إلى الاستيطان في مكان آخر.

Le présent guide intitulé « Accès à l’espace rural et administration des terres après des conflits violents » a été élaboré pour aider les spécialistes concernés à remettre sur pied les régimes fonciers et l’administration foncière dans les pays émergeant de conflits violents. Il est particulièrement difficile, dans de telles situations, d’assurer un accès sans danger à la terre. Les conflits violents entraînent généralement le déplacement d’une grande partie de la population. À l’issue du conflit, certains de ceux qui regagnent leur foyer trouvent leur bien occupé par d’autres.

It is increasingly recognised that migrants constitute an invaluable resource for development and poverty reduction in their home countries. For many developing countries, remittances from overseas migrants exceed development aid and foreign direct investment volumes. Moreover, remittances from migrant relatives, either internal or international, are often the main component of rural households’ incomes. Unlike aid, remittances flow directly to individual households and unlike loans they incur no debt.

Two important resolutions for women were adopted by the United Nations last year. One was the UNHABITAT Resolution on “Women's Role and Rights in Human Settlements Development and Slum Upgrading” and the other was the Commission on Human Rights Resolution on “Women's Equal Ownership, Access to, and Control over Land and the Equal Rights to Own Property and to Adequate Housing”. These resolutions recognised the violation of women's property rights as a violation of fundamental human rights and the UN's commitment to stop such violations.

How do we measure the success of agrarian transformation? Land reform, in- terpreted in the transition context as privatization of land with the associated is- sues of land market development and the restructuring of traditional large farms, is only one facet of a multi-dimensional process of transition to a market-oriented agriculture. However important land reform is, success requires progress in all relevant dimensions.

Achieving efficient, equitable, and sustainable rangeland management depends on the costs and benefits of alternative systems. These costs and benefits, in turn, depend on agroecological, sociocultural, and economic characteristics.

The report summarises the papers, presentations and discussions of a workshop on failures and achievements at securing women’s land rights. In particular, it addresses the following issues: Land rights and legal reforms,legal aid and land administration practice, women's land rights in an HIV/AIDS context,women's land rights from a food security and livelihoods context. Organised by the FAO and Oxfam, the workshop seeks to establish global and multi-sectoral alliances and multiple strategies as a means of breaking out of the present impasse in this matter.
