Land administration for food security: A research synthesis

Food security remains an ongoing global concern: the challenge of ensuring food availability, access, and utility for all, at all times, is yet to be met. The body of literature relating to food security is growing immensely. Land administrators are part of the discourse. Their arguments are spread disparately across academic and professional publications. The distinction between scientific work and political rhetoric is increasingly blurry: the role of land administration needs to be more concisely articulated.

Agriculture is the economic foundation of many Sub-Saharan Africa (SSA) countries, employing about 60 percent of the workforce and contributing an average of 30 percent of gross domestic product. Yet agricultural growth rates for SSA declined in the 2000 and food insecurity remains a concern, with malnourishment only dropping from 34 to 30 percent in two decades. Various projections suggest that food production must increase by 70-100 percent by 2050 to meet the demands of a world with 9 billion people and changing diets.

The 2013 Global Hunger Index (GHI) report-the eighth in an annual series- presents a multidimensional measure of national, regional, and global hunger. It shows that the world has made some progress in reducing hunger since 1990, but still has far to go. The 2013 GHI report focuses on resilience in theory and in practice. The relief and development communities have long struggled to understand why some people fare better than others when confronting stresses or shocks.

Er zeigt, dass die Weltgemeinschaft bei der Bekämpfung des Hungers seit 1990 gewisse Fortschritte gemacht hat, dass aber noch viel zu tun ist.

Since the early 1960s, notwithstanding dire predictions of agricultural theorists and colonial observers, agricultural growth has been strong among most Southeast Asian countries. More recently, this expansion has reached the maritime domain, with the rapid development of aquatic production through sea-based aquaculture among others. In recent territorial expansion and increase in yields for export crops has been faster than for food crops.

ABSTRACTED FROM EXECUTIVE SUMMARY: This report highlights important dimensions of food security in rural Lao PDR, including: the different gender roles in agriculture; reliance on community-level social cohesion as both a coping mechanism and means of livelihood; and the ongoing challenge of shifting rural livelihoods from a subsistence basis towards market-orientation. The findings of this report give a snapshot of rural livelihoods and practice.

Poplars and willows provide society with ecosystem services. These include direct economic benefits such as wood, fibre, fuelwood and other forest products. They also include environmental benefits improving the lives of people, such as through rehabilitation of degraded land, restoration of forest landscapes and mitigation of climate change. All of these services support rural livelihoods, enhance food security, alleviate poverty and contribute to sustainable land use and rural development, particularly in developing countries.
