Internationally there are an alarming number of violations of indigenous peoples’ land and human rights. Brazil is currently under the spotlight as the heightening of the political crisis that led to the impeachment of Dilma Rousseff brings national and international concerns over the uncertainty related to changes in policy that may be adopted by the interim Government in relation to indigenous peoples land rights.

The article aims to evidence existing gap between the declarations for ITR and the amount that should be collected. To better understand its limitations, a historical backgroung is outlined along with its mechanisms and known frauds. All legal and regulatory changes were presented as well.
 
To achieve this objective, different databases were used to evidence disparities. The agricultural census and information from the National Treasury were the official references, as technical surveys and market values were parameters of contrast.

According to land reform experts, in Afghanistan, as in other developing countries, land administration is critical to economic growth and security. Since 2004, the U.S. Agency for International Development (USAID) has supported efforts to address land reform and land tenure in Afghanistan because of their effects on the economy and the lives of the Afghan people. According to a U.S. Institute of Peace land expert, the majority of Afghans do not have proper legal documentation for their land ownership, due in part to poor paper records and land titles.

International aid communities have recognized women’s participation in development and the improvement of women’s status in the developing countries as a key issue since the 1960s, and the concept of “Women in Development (WID)” has been emphasised as a development agenda in the 1970s. In the 1980s, with the newly proposed concept of “Gender and Development (GAD)”, an effort for “gender mainstreaming” has been regarded as an effective mean for firmly practicing the GAD approach in the international community.

O quadro legal e institucional, construído historicamente, que regulamenta a propriedade e a posse da terra no Brasil tem sido responsável por vários tipos de problemas fundiários no país que vão desde os conflitos de terras rurais, a ausência de moradias urbanas, as ocupações de terras rurais e urbanas (por alguns, chamadas de invasões), o desmatamento das florestas tropicais, a grande concen- tração da terra tanto rural quanto urbana à insegurança jurídica da terra em geral.

This article presents a comparison for the impact from lack of land governance in Brazil between livestock and agricultural production. It begins with a brief description of the land regulatory system and its development in Mato Grosso do Sul State and Brazil. The methodology was based on focus groups research, conducted by CEPEA/USP (Center for advanced Studies on Applied Economics/University of São Paulo) on local production sites in Mato Grosso do Sul state, where a regional modal farm was established.
