This Act makes provision for the recognition, protection and registration of community land rights and also provides for conversion of community land, special rights and entitlements with respect to community land, environment and natural resources management of community land and settlement of disputes relating to community land.

El objeto de la presente Ley es garantizar el derecho de las familias trashumantes de la Provincia del Neuquén a transitar con su ganado por las huellas de arreo, para trasladarse de las zonas de invernada a las de veranada y viceversa, en trashumancia, conservando el ambiente y respetando el patrimonio natural y cultural de la zona.

This Law regulates social relations related to rational management of pastures and is aimed at improvement the state and infrastructure thereof with a view of prevention of degradation of pastures. Pastures shall be classified as arid pastures, rotation (high-productive) pastures and seasonal pastures destined for seasonal grazing and transhumance. Legal status of pastures shall be determined in accordance with appurtenance thereof.

These Measures are formulated in accordance with the Grassland Law of the People’s Republic of China. The Text consists of 31 Articles divided into 5 Chapters: General Provisions (I); Grassland Ownership and Use Right of Grasslands(II); (III); Grassland Protection and Utilization (III); Reward and Punishment (IV); Supplementary Provisions (V).

This Law 49/2016 amends articles 5, 7, 14, 24, 26, 29 and 31 of Law 9693 of 2007. The amendments concern the ownership of the pasture fund now divided into a) the state pasture fund consisting of the pasture and lawns owned by the municipality managing their territory; and b) the private pasture fund consisting of the pasture and lawns in private property.The line ministry is the responsible authority for the protection and administration of the pasture fund in the protected areas.

The relations in the sphere of the rights to use pastures on the territory of the Kyrghyz Republic shall be regulated by this Law, the Forest, Water and Land Codes, laws on lease and lease relations, protection of the nature, flora and fauna, atmospheric air and other legislation of the Kyrghyz Republic. The subjects for the utilization of pastures shall be juridical and natural persons. The objects shall be certain areas of pastures. The pasture areas shall have locations and boundaries both on the map and on the ground.
