El presente documento establece la Política de Equidad de Género en el Sector de la Gestión Ambiental y su Plan de Acción, que tienen alcance nacional y se refieren al período 2003-2008. La política tiene por objetivo principal propiciar dentro del Ministerio de Ambiente y Recursos Naturales (MARN) la equidad de género en todas las políticas, programas, proyectos y planes de acción que se emitan. Entre los objetivos específicos, cabe destacar el de impulsar una eficaz política ambiental que propicie y fomente oportunidades, con base en los derechos humanos.

La Política Nacional de Desarrollo es el instrumento estratégico de largo plazo, vigente hasta el 2032, que le da respaldo político institucional a la operatividad del K’atun introducido mediante el Plan Nacional de Desarrollo K’atun: nuestra Guatemala 2032, adoptado en 2014. Esta política tiene por finalidad institucionalizar las acciones y procesos para el desarrollo, con una visión de largo plazo y permitirá dar seguimiento, así como evaluar las acciones de política y los impactos. El documento consta de tres Partes. La Parte 1 define el marco conceptual y normativo.

The Act regulates simplified procedure for proving unlawfulness of expropriation of property in Estonia. If a natural person having been the owner of property was forced to abandon his or her property during the period between 16 June 1940 and 1 January 1954 due to escaping from his or her place of residence or the location of property or in connection with refusing to return to Estonia while staying abroad, the property must be deemed to be abandoned due to a real danger of repression.

This paper analyses patterns of corruption and corruption risks related to community mineral beneficiation schemes (CMBSs) that distribute benefits funded by mineral revenues to communities. It analyses insights from existing scholarship on CMBSs, evidence from seven cases of corruption, and lessons from guidance documents on reducing corruption in the mining value chain. The aim of the paper is to stimulate debate and further research about the suitability of anti-corruption strategies for CMBSs.

Community-driven development is a strategy for empowering people to choose their own priorities, project leaders, and monitoring. Many believe that this model results in lower corruption rates. We look at what happened in the Arid Lands Project in Kenya and a community-development project in Indonesia. These projects had strikingly different corruption rates, even though the countries had similar corruption perception rates at project startup. Find out which design elements may account for the differences in corruption.

Land issues have been rising up the agenda of policy makers due to rapid urbanisation and high food prices. Yet, land administration is one of the most corrupt government activities. How should international donors respond? The first priority is to support domestic governments in improving land administration and anti-corruption processes in general. In addition, donors should undertake explicit analysis of the political economy of land, reduce the impact of their own projects on land administration corruption, help increase transparency and exploit international connections.
