This Regional Law establishes that indigenous peoples abazin, counting the population of 50 thousand persons, maintain traditional way of life and traditional community management, traditional knowledge based upon traditional nature management inherited from their ancestry. It shall be applicable to areas traditionally populated by indigenous peoples abazin performing traditional community management of their economic activities.

This Law provides rules for the development, generation and distribution of electricity.The Law empowers the Government and regional governments to set policies on, regulate, supervise and conduct the supply of electrical power and also assign state-owned and regional government-owned companies to conduct the supply of electrical power.The Minister shall develop a general plan for electricity. Business Permits for the supply of electrical power and operation permits shall be issued by the Government or regional governments.

This Act strengthens the legal framework concerning title to custom land and concerns management of custom land by customary institutions. It formalizes the recognition of customary institutions termed ‘nakamals’ and ‘custom area land tribunals’ to determine the rules of custom which form the basis of ownership and use of land in Vanuatu. In general the Act aims at holding of custom land by owners as a group. Custom land means land owned or occupied, or land in which an interest is held, by one or more persons in accordance with the rules of custom.

Les terrains nus, bâtis, aménagés, cultivés ou plantés indispensable à l’exécution, à la réalisation ou à l’application peuvent être acquis par voie d’expropriation pour cause d’utilité publique.

The Act concerns the setting aside of land as a national park and for the appointment by the Minister of the Board of Trustees, which shall control, manage and maintain national parks. The Board shall be a body corporate. It may in national parks, among other things: take measures that will ensure the preservation and security of animals and vegetation and set aside parts of a park as breeding places for animals or nurseries for vegetation. The Act also provides rules for the hunting of animals or the damaging or gathering of plants in a national park.
