The Government decrees to establish that Federal Land Cadastre Service is the Federal Executive Body in the field of state management of land resources that carries out special (executive, control, authorization and other) functions as regards keeping up of state land cadastre and state registration of immovable property situated the plots of land, land survey, state cadastre valuation of land, land monitoring and state control over the use and the protection of land. Federal Land Cadastre Service is entrusted with the functions of the abolished State Land Policy Committee.

The Government, for the purpose of putting into order state cadastre valuation of land on the territory of the Russian Federation, decrees to validate the Regulation. This Regulation determines the modalities of carrying out state cadastre valuation of land as regards all the categories of land on the territory of the Russian Federation for the purpose of taxation and other purposes established by law. State Committee on Land Policy, its territorial branches and its subordinate enterprises and organizations carry out state cadastre valuation of land.

These land surveyors Rules concern the conduct of cadestre surveys. The Rules include several amendments to the Land Surveyors Rules 2000. These include that a registered surveyor shall before carrying out work on any cadestre survey check that the proposed cadastre survey is in accordance with all requirements of the Singapore Land Authority.

Regulations to make provision for the "regularisation" of land and the drafting and adoption of schemes for this purposes.The 35 regulations are divided into 5 Parts: Preliminary (I); Regularisation Area (II); Scheme of Regularisation (III); Adjudication (IV); Local Land Register (V).The Minister responsible for lands may, under regulation 3, subject to section 58 of the Land Act, or at the request of the people in a given area declare urban areas or "peri-urban areas" to be a regularisation area. Criteria for decision making in this respect are set out in regulation 4.
