Housing Development, Local Land Conflicts and Sustainable Land-use Planning in Peri-urban Ghana

This paper examines the various ways local land conflicts affect sustainable land-use planning in peri-urban Ghana. In recent years, rapid urbanisation has resulted a high demand for customary lands for housing development in peri-urban areas in Ghana. Customary lands are continuously converted into housing uses; leading to eviction of indigenes from their farmlands. A mixed method approach was used to collect data from 40 participants from the research site, Aburaso.

The Continental Land Policy Initiative, now the African Land Policy Centre, has made tremendous progress in generating knowledge on land governance since inception in 2006. A key milestone was the formulation of a Framework and Guidelines on Land Policy in Africa in 2009 upon which the African Union Declaration on Land Issues in Africa was prepared and endorsed in Libya in July 2009.

Land and natural resource tenure security is a central yet often neglected area for economic development and poverty reduction in the developing world. Land is fundamental to the lives of poor rural people. It is a source of food, shelter, income and social identity. Secure access to land reduces vulnerability to hunger and poverty. There are some 1.3 billion extremely poor people in the world, struggling to survive on less than US$1.25 a day, and close to a billion continue to suffer from chronic under-nourishment.

As African cities expand so does the pressure to improve infrastructure and extend key public services for the growing urban populations. With limited tax receipts, local governments are struggling to finance new urban development or even maintain existing infrastructure. As land has inherent advantages in generating revenue, Land-based financing (LBF) is being seriously considered or piloted as an innovative and additional source for enhancing budgets for infrastructure projects, public services and wider sustainable development.

The LLA has the statutory mandate to administer land administration across the nation. The Authority is charged with supporting the development of a National Land Use and Management Agenda.

The study looks at the implementation of a GIS - Based Property Tax Information Management System to solve the problem of low internally generated revenue. It also considers the appropriateness of high-resolution satellite image in generating property information in the absence of land registry record.  Building characteristics needed for property valuation that could not be derived from high resolution satellite were collected from property owners using structured questionnaire.

La sécurisation des droits fonciers a pour objectif de garantir les droits réels d’une personne sur un bien foncier. L’absence d’un régime de sécurisation fiable est un frein du développement socio-économique des pays africains. Cette étude vise la réalisation d’une comparaison entre les régimes de sécurisation foncière en Afrique à travers les cas de trois pays africains en voie de développement à savoir le Maroc, la Tunisie et le Rwanda. L’objectif étant de tirer les atouts et les faiblesses du régime adopté dans chacun de ces pays.

Land-use planning Implementation Uncertainty in Bamako District

 The goal of this research was to understand the driving forces and agents that prevent the effective application of land-use policies through plan implementation, in the fastest growing city in Africa, Bamako District.The current results yield from the field work done in November and December of  2017. The survey was done at three levels, including interviews with official actors, and questionnaires sent to with citizens and the neighborhood leaders and neighborhood development Committees (Comité de Développement de Quartier: CDQ).
