Soil protection is the state problem since correct and rational use of all types of soil, including barren soil, saline soils, swamped soil, alkali soil and aqueous soil are the main reserve of dynamic development of agriculture and of the national economy as a whole. The purpose of the present Law is to ensure the integrity of soil surface, conservation thereof and rise of soil fertility, to establish the rights and the duties of landholders, landowners and the state in the field of soil protection and setting up conditions for ecological production. The Law consists of 11 Articles.

This Notice of the Minister of Environmental Affairs, publishes the South Africa’s Marine Spatial Planning Framework for implementation.The Framework provides high-level direction for undertaking Marine Spatial Planning in the context of the South African legislation and policies as well as existing planning regimes. These Regulations make provision for the selection, designation, registration and notification of sites to be protected under the Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora. These Regulations also implement aspects of the Marine and Coastal Access Act 2009. They make provision in respect of European sites for: (a) control of damaging operations caused by human activity; (b) special nature conservation orders and restoration orders; (c) byelaws of the appropriate nature conservation body; and (d) compulsory acquisition.

This Order establishes the following Methodology for restoration of degraded and desertified pastures depending upon land areas and the state of vegetation and soil: (a) natural restoration of degraded and desertified pastures by granting rest to land; and (b) restoration of pastures through pasture rotation. Measures for combating degradation and desertification of pastures shall be performed through radical improvement of pastures following recommendations of scientific research institutions and by application of agrotechnical arrangements.

These Regulations designate a coastal area as a Special Protection Area in accordance with Article 4 of Habitats Directive for protection purposes set out in Schedule 3 (coastal lagoons). The Minister shall, in accordance with the Regulations of 2011, establish and publish such particular conservation objectives as he or she, from time to time, considers necessary for the Special Area of Conservation with regard to the natural habitat type and animal and plant species specified in Schedule 3.

An Act to set new environmental policy standards by giving water and soil associations new rural management duties. Moreover, associations can promote cooperation between water management and agriculture while further developing the protection of water, soil and nature. Finally, the associations can be assigned tasks within the framework of set-aside land. The Act grants the associations a far-reaching right to self-administration as, for instance, the power to issue by-laws; furthermore, association may be established also by a decision of its members and not only ex-officio.
