Ministerial Decree No. 353 on setting up state national parks “Kara-Shoro” and “Besh-Tash”.

This Ministerial Decree, with a view of conservation of unique ecosystems and biosphere reserves, and organization of national and international recreational tourism, establishes to set up state national parks “Kara-Shoro” and “Besh-Tash” and transfer thereto forested land, shrubbery, pastures out of the stock of public land. This Ministerial Decree contains complete mapping and description of the boundaries of both national parks.

Article 90 shall be amended to add the following wording: “In order to prevent negative anthropogenic impact upon protected areas, including state nature reserves, national parks, natural parks and nature monuments on adjacent land areas and waterbodies shall be constituted protection areas”.

This Order establishes that protection area shall be established with a view of protection of unique nature complexes and ecosystems of the protected area against unfavourable anthropogenic impact, conservation of old-age forests and biological diversity. Forest plots within the boundaries of protection area shall not be expropriated from landowners, land tenants, and servitude holders.

The proposed draft partly amends Acts No. 591 and No. 932 with regard to the scope and further consultation of water plannings in certain environmentally protected areas such as watercourses. Fertilization may NOT occur in rural areas in a buffer zone of max. 10 meters from the limits of watercourses and lakes of a surface greater than 100 square meters. The specific changes and plannings shall be electronically registered with the Ministry of Food, Agriculture and Fisheries.

This Notice amends the Non-Cadastral in the Schedule. The Schedule sets out fees and charges for consultation of data on, of among other things, National Parks and Game Management Areas, fisheries, livestock and cattle diseases.

This Regional Law regulates relations in the sphere of protection, management and reproduction of urban forests with a view of creation of favourable environment for the population. The role of urban forests shall be as follows: (a) recreational, ecological, aesthetic, sanitary and other protection functions; (b) tourism and sport. In case of planning of economic activities on areas under urban forests reforestation and forest conservation arrangements shall be envisaged.

This Regional Law establishes the modalities of conservation and protection of protected areas and defines the status thereof and the status of environmental protection institutions located on their territory, classifying protected areas as follows: (a) state nature reserves, including biosphere reserves; (b) national parks; (c) natural parks; (d) state nature reserves; (e) nature monuments; (f) ecologic-ethnic areas; (g) dendrological parks and botanical gardens; and (h) healthcare and health rehabilitation areas and spas.
