This Act makes provision with respect to improved administration of municipalities and related matters. It defines powers and functions of municipal authorities and concerns, among other things, development of culture of community participation and integrated development planning. Each municipal council must, within a prescribed period after the start of its elected term, adopt a single, inclusive and strategic plan for the development of the municipality. The Act also defines regulation-making powers of the Minister.

This Proclamation of the Benishangul Gumz Regional State shall apply to any rural land found in the region. It mainly is concerned with land rights land use and administration of rural lands. Land is declared the common property of the state and people and it shall not be subjected to sale or other means of exchange. Any peasant who legally resides in the region shall have the right to hold land irrespective of gender or any other discrimination. Land administration shall be implemented through community participation. Rural land shall not be expropriated unless to use for public services.

The Ordinance is the general law on matrimonial property rights. In particular, it establishes administrative and legal proceedings and specifies that women are capable of holding, acquiring and disposing of any movable or immovable property as if she were a femme sole, without the consent or intervention of her husband. This applies to all property belonging to her at the time of marriage and property acquired or devolved to her after marriage. She also has the same remedies and redress by way of criminal proceedings for the protection and security of her separate property (16).
