Landscope: statistical evidence of tenure risk. Correlations between tenure disputes and geospatial indicators showing environmental, social and governance conditions

This report explains TMP Systems’ statistical analysis of how geospatial data showing indicators of local environmental, social and governance (ESG) conditions correlate with tenure risk. The results indicate strong enough correlations between some of these indicators and tenure risk, to support use of the indicators by companies and investors. This work underpins something new and useful, which is Landscope’s ability to provide location-specific risk assessments across many developing countries.

On July 21, 2011 the then Acting Prime Minister Sam Abal announced the establishment of a Commission of Inquiry to investigate 77 land leases which were issued under the Somare government’s Special Agriculture & Business Leases (SABL). The inquiry, which was later extended by Prime Minister Peter O’Neill in October 2011 for a further five months, discovered that over 90 percent of the leases totalling over 5 million hectares were illegally obtained from traditional landowners (Zealand, 2015).

In this paper I will examine how logging in Papua New Guinea affects the relationship between the state and the local communities on whose lands logging operations take place. The point of departure of my argument is the Ili- Wawas Integrated Project, a combined logging and agricultural project which seeks to bring economic development to the remote Pomio district of East New Britain Province by connecting existing logging roads to the limited national road network around the provincial capital.

This report documents the violent clashes between members of farmer communities and members of herder communities in parts of Nigeria, particularly in the northern parts of the country, over access to resources: water, land and pasture. It also documents the failure of the Nigerian government in fulfilling its constitutional responsibility of protection of lives and property by refusing to investigate, arrest and prosecute perpetrators of attacks.

A comunidade sertaneja de Forquilha está localizada entre os rios Paraíba e Balsas, município de Benedito Leite, Estado do Maranhão - Brasil. Formou-se no início do século XX, por causa da fartura de peixes e das terras férteis das margens dos rios, em pleno Cerrado. A comunidade, hoje conta com 19 Famílias em uma área de aproximadamente 504 hectares, que se auto identificam como sertanejos.

In north-western Kenya, significant oil reserves have been discovered and the first oil trucks have left Turkana County in June 2018. On the east side of Lake Turkana, the largest wind power project on the African continent was completed in mid-2017. This article applies a local to global perspective to explore the benefits and externalities for the local communities living in close proximity to the oil and wind exploitation sites. A particular focus is placed on governance of energy resources, water and employment opportunities and its impacts on new and existing conflict dynamics.
