Au sens de la présente loi, sans préjudice d’une quelconque antériorité d’occupation du territoire national, on entend par populations autochtones, les populations qui se distinguent des autres groupes de la population nationale par leur identité culturelle, leur mode de vie et leur extrême vulnérabilité. L’utilisation du terme pygmée est interdite. Elle est assimilée à l’infraction d’injure telle que prévue et sanctionnée par le Code pénal.Les populations autochtones, groupes et individus, sont libres et égaux en droits et en dignité comme tous les autres citoyens de la nation.

This Act provides for matters relating to the right to occupy, use and enjoy land under a freehold title by indigenous people. Any indigenous citizen who is the proprietor of an unconditional head-lease registered under the Land Leases Act may apply to the Minister for the grant of freehold title to the land of which he is proprietor.

Section 3 of the above-mentioned Act establishes that the Tlicho Land Claims and Self Government Agreement is approved, given effect and declared valid and has the force of law. Section 6 specifies that there shall be paid out of the Consolidated Revenue Fund any sums that are required to meet the monetary obligations of Canada under chapters 9, 18 and 24 to 26 of the Agreement.The text consists of 111 sections.

This Act aims at the conservation of hill lands, the prevention of soil erosion, and the control of siltation.The Ruler in Council or the Yang di-Pertuan in Council of a State may declare any area to be hill land for the purposes of this Act. Such an area shall be registered and various activities within hill land, including the cultivation of short term crops, are prohibited or restricted.

This Act sets up the State Fund for Soil Improvement. It also lays down amendments to the the Act on conditions of converting agricultural and forest lands from ownership of the state to other persons and to the Agriculture Law. As from 1 January 2006, the State Fund of Soil Improvement takes over the rights and obligations pertaining to the Ministry of Agriculture in matter of soil improvement.

Law on the Rights of Landowners to Compensation for Restrictions on Economic Activities in Specially Protected Nature Territories and Microreserves.

This Law provides conditions by which compensation for restrictions on economic activities in protected territories established by the State or local governments shall be granted and the procedures for granting such compensation. Compensation granted for restrictions on economic activities in protected territories shall be divided as follows: (a) reimbursement; and (b) exchange of a land parcel situated in a protected territory to an equivalent land parcel owned by the State or local government.

Law on protection of cultural monuments.

This Law regulates protection of cultural monuments as a part of cultural heritage. It shall be applicable to historical landscapes and individual territories such as parks and areas of historical, cultural and scientific value. The State or local governments, as well as natural persons and other legal persons may own cultural monuments in the Republic of Latvia. When recording the right of ownership in respect of immovable property that has been acknowledged as a cultural monument, an appropriate notation on limitations of rights shall be made in the Land Register.
