The present Decree establishes guidelines relating to the implementation of new systems of Environmental Impact Assessment, which are intended for preventing and reducing environmental pollution. The guidelines deal particularly with noise pollution, atmospheric pollution and soil and water pollution.

Ce décret porte réglementation applicable aux installations classées prévues à l'article 75 de la loi nº 83-03. Ces installations sont soumises soit à autorisation soit à déclaration. Le décret indique les autorités compétentes à délivrer l'autorisation, les conditions et les modalités de présentation de la demande d'autorisation ou de la déclaration, les étapes de l'enquête publique. La durée des autorisations est illimitée sauf exceptions.

Lake Illawarra Authority Act 1987.

This Act establishes the Lake Illawarra Authority for the purpose of improving the environment of the lake area. Functions of the Authority include planning and carrying out development works and regulate the extraction of sand from the lake. The Authority is responsible for granting licences and permits for carrying out different activities in the lake area and for managing the land within the development area which is vested in the Authority.

This Law, structured in three main sections and composed of 20 articles, provides a detailed definition of the areas to be considered of special interest for the State. It sets the legal framework for the immovable properties with more than 1.000.000 m2 and those located in municipal bordering areas.

This Decree, composed of 26 articles and 3 Annexes, implements Law No. 1.130 of 12 February 1987 individuating the Areas of Special Interest in Rio de Janeiro State and definining the standards for the parcelling projects referred to in art. 13 of the Law No. 6.766 of 19 December 1979. It provides a detailed list of the municipal bordering areas and of the properties with more than 1.000.000 m2 where land parcelling for urban purposes is subject to the State previous approval. This Decree does not apply in the areas pertaining to the Metropolitan Region of Rio de Janeiro.
