Insecure land tenure and property rights are an impediment to the construction of water infrastructure in many developing countries. This paper explores whether alleviating this impediment through a land titling program in rural Peru is associated with improvements in water access. The economics literature on the links between property rights and investment decisions has amassed yet, due to the unique characteristics of water, it is not obvious how water service provision would respond to improvements in land tenure.

Twenty years after the end of apartheid farm dwellers remain some of the most vulnerable people in South Africa, with many still facing extreme tenure insecurity and lacking access to adequate housing and basic services.2 The approximately three million black South Africans (6% of the population) who live on privately owned farms in formerly white commercial farming areas are among the poorest South Africans,3 whose vulnerability is exacerbated by their “socio-economic marginality and geographical isolation”.4

Em 2013, o Centro Terra Viva (CTV) iniciou a monitoria dos processos e procedimentos seguidos pelas instituições do Estado para o licenciamento ambiental e de uso da terra de empreendimentos económicos que recaem sobre as áreas ocupadas pelas comunidades locais. O projecto da fábrica de liquefacção do gás natural, a ser implantado pela Anadarko no distrito de Palma, em Cabo Delgado, marcou o arranque desta actividade. A partir de 2015, a instituição pretende estender este tipo de acções a outros pontos do país.

The NGO Centro Terra Viva (CTV) with funding from the World Resources Institute (WRI) implemented a project seeking to promote gender mainstreaming in the policies and practice of large scale land acquisitions (LSLAs) for economic investments. The study was centered on recognizing opportunities to strengthen the role and involvement of women as actors in decision-making in the resettlement process, particularly given the context of a growing economic and commercial appetite for land acquisition.
