La présente loi régit l’ensemble des biens (un domaine public et un domaine privé) appartenant à l’Etat, aux personnes publiques décentralisées et aux personnes morales de droit public subordonnées à l’Etat et possédant l’autonomie financière. This Decree approves the General Regulation for Land Concession. This Regulation, consisting of 10 Chapters, specifies the general basis of the legal regime defined by Law No. 9/04. It establishes the legal framework for the concession of free lands within the Republic of Angola. It does not apply for private property lands, which will be regulated by the Civil Code.

This Sub-Decree determines criteria, procedures, mechanisms and institutional arrangements for initiating and granting new economic land concessions.Economic land concessions may be granted only on land that has been registered and classified as state private land, that has adopted a land use plan, that has completed an environmental and social impact assessment, etc.

These Regulations, consisting of 11 sections, regulates administrative and legal proceedings related to the consolidation of the law on the simplification of the title to and the dealing with estates in land. The Regulations establish that every plan shall be accompanied by a digital electronic record of that plan in a format specified by the Inspector of Plans and Surveys.
